Our client, a government public works authority, seeks to recruit a Senior Planning Expert for Roads and Drainage projects (operations and maintenance) for the country of Qatar. With budgets of more than $70B, this role acts as the client’s representative and, as an expert in planning services within Qatar. This role is responsible for providing world standard assets operation and maintenance planning strategies for Roads & Drainage Infrastructural assets and ensuring their successful implementation.

Reporting to Head of Projects & Design and as part of the Engineering Management team, your responsibilities in the role will include:

• Liaison with Planning Affairs, other Government Departments and Utility Providers regarding drainage requirements and needs for the Country of Qatar.
• Liaison with Technical Affairs Department in relation to technical support.
• Preparation of Strategic Drainage Infrastructure Plan (SDIP) for future urban development requirements.
• Liaison with the Unit Heads to ensure conformity to the overaII plan and to highlight potential conflicts.
• Assist in the preparation of the annual financial budget submissions of the Assets Affairs Division.
• Review consultants design submissions with respect to planning strategy.
• Technical advisory to the Design Manager on drainage issues.
• Liaison with Operations & Maintenance Departments to forecast future flows and capacity demands to existing pumping stations and SlW facilities with the view of upgrading system performance.
• Liaison with planning and land authorities to secure land for drainage use.
• Coordinate, follow up and update the design program of Asset Affairs in accordance with the Strategic Plan.
• Preparation of regular cyclic and exception reporting.
• Contribute towards updating of the Drainage Design Manual.
• Liaison with Roads Affairs with respect to all planning matters involving existing our proposed sewerage systems.
• Assist in the development and implementation of a Quality Assurance System.

Requirements

• University degree from a recognized university in civil engineering, project management or comparable. A Post Graduate Diploma in Public Health would be advantageous.
• Chartered /Professional Engineers from globally recognised organisations.
• A minimum of 15 years’ experience in civil engineering and planning of foul, surface and return effluent sewerage infrastructure including pumping stations and sewage treatment works. Candidates should also have a minimum of 5 years’ experience on Master Plan Studies of urban development with respect to overall drainage infrastructure.
• Experience in projects involving government departments: public and private organizations
• Experience in Development Control would be an advantage.
• Computer proficiency is MS Word, MS Project and GIS is essential.
• English language proficiency is essential with Arabic language skills being highly regarded.
• Experience of working in Qatar or the Gulf region is desirable.
• A team player with excellent negotiation and communication skills
