Senior Procurement Specialist

CLIENT

Linum Consult’s client operates in the Middle East. Due to continued growth, they are currently seeking a Senior Procurement Specialist with a background in the Civil Engineering / Rail Industry to join their team in Qatar.

RESPONSIBILITIES

• Providing strategic and operational support to the corporate procurement management team in order to ensure effective, timely, quality, and economical supplies and services to the company
• Administering and managing corporate-level contracts
• Acting as advisor to the management on business and strategic procurement, including performance metrics and strategies
• Providing support in procurement and contract activities by reviewing RFPs, understanding customer needs and sourcing proper suppliers
• Meeting with Stakeholder senior managers to understand business priorities and translating them into procurement strategies
• Managing the day-to-day operations of large, moderately complex suppliers. Partnering with suppliers for minor strategic development
• Providing input on risk mitigation, business continuity, cost management, and operation strategies
• Identifying challenging contract risk areas. Negotiating acceptable contracting outcomes using known solutions. Advising senior-level business leaders on contract risk areas
• Acting as an internal customer service point of contact for the procurement function
• Developing streamline communication methods with suppliers. Identifying issues related to the vendor and procurement performance, and proposing long-term solutions

Requirements

PROFILE

• At least a Bachelor’s degree qualification in either Engineering, Quantity Surveying or Law.
• At least 10 years’ experience in large scale procurement activities, preferably in an ERP environment, of which a minimum of 3 years should have been in a senior position
• Significant experience of working in the rail/metro construction industry is essential
• Excellent technical knowledge of sourcing and procurement strategies and policies
• Strong understanding of qualitative and quantitative evaluation techniques
• Demonstrable background of interacting with very senior members of staff and stakeholders
• Previous history of working internationally and in the Middle East
• Due to visa restrictions, our client will be unable to attain work visas for certain nationalities
