Job description / Role
- To support the Service Delivery Operations and Maintenance (O&M) Department to review, update, and manage the changes of
O&M Employer's Requirements, SDD technical documentation, and performance regimes. The Technical Writer will be
responsible to create and maintain high-quality documentation that meets SDD needs.
- To collect, organize, and categorize lessons learned from SDD and other stakeholders and translate complex technical
information into clear, accurate, and comprehensive O&M Employers requirements and related SDD Documentation.
- To guide the enhancement and optimization of O&M Employers' requirements and SDD documentation and ensure
compliance with industry standards, best practices, and the highest levels of performance and safety.
- To create effective technical documentation for the SDD Operation and Maintenance Department.
- To gather information and plan the revision of technical documentation from relevant stakeholders.
- To specify, develop, and implement the content in the Employer's requirements.
- To distribute and obtain approval from relevant stakeholders for the updated Employer requirements.
- Ensure all documentation is clear, concise, and tailored to the needs of stakeholders.
- Organize workshops with relevant stakeholders to collect, and categorize lessons learned and implement relevant technical
changes to the ERs.
- Regularly update and manage changes to current Employer's Requirements (ER) and performance regimes to reflect the
latest standards and practices.
- Track and document changes to ERs throughout the project lifecycle.
- Ensure all changes are accurately reflected in the documentation and communicated to relevant stakeholders.
- Ensure all relevant information and responsibilities are communicated and documented.
- Engage with the market to identify and incorporate the latest best practices in railway maintenance.
- Ensure documentation reflects current industry standards and innovation.
- Work closely with subject matter experts to gather information and understand the technical aspects of railway maintenance.
- Collaborate with cross-functional teams, including engineering, project management, and customer support, to ensure
accurate and up-to-date documentation.
- Organize and manage documentation repositories, ensuring all documents are version-controlled and easily accessible.
- Maintain and update existing documentation to reflect project updates, new features, and user feedback.
- Develop and maintain documentation standards and templates to ensure consistency across all documentation.
- Stay up to date with industry best practices and incorporate them into the documentation process.
- Identify and implement strategies to maximize system safety, reliability, availability, and maintainability.
- Ensure adherence to all relevant safety regulations and industry standards, conducting risk assessments and audits as
necessary, implementing best practices in risk assessment and hazard analysis.
- Coordinate with project managers, system engineers, and other stakeholders to align System design with the overall project
objectives and regulatory bodies.
- Collaborate with clients, contractors, and regulatory bodies to align project objectives and deliverables.
- Understand the Service Provider Contract, General Maintenance Work Requirements, KPRs, and maintenance-related
requirements to comply with and maintain the Operational Safety Certification.
- Complies with all Qatar Rail CMS Policies and Standard Processes and Procedures.
- Support the development and implementation of workstreams for planning, development, and implementation of policy and
procedures for: minimizing life cycle maintenance costs, maximizing availability of systems and facilities, maximizing
reliability, and providing protection for employees, facilities, equipment, and parts.
- Coordinate internal workshops and meetings with other discipline experts to ensure consistency of technical processes and
procedures.
- Support the assessment of the maintenance strategies for future extensions.
- Perform and carry out other duties as instructed/directed by the Line Manager.
- Meet Key Performance Indicators according to targets agreed with the Line Manager and provides reports on time.
Requirements:
- The job holder will be accountable for the delivery and approval of the O&M Employer's Requirements, SDD technical
documentation, and performance regimes according to the Project’s milestones and ensure high-quality documentation
meets SDD O&M needs.
- Senior management, PDD projects, Procurement, Legal, Contracts and Commercial, PDD TID, and all consultants and
outsource contractor’s management teams.
- Service Provider, Maintenance Contractors, MOI, MOT, and other ministries and stakeholders as required.
- Master’s or bachelor’s degree in Electrical or Mechanical Engineering or related discipline. Membership in relevant
professional engineering associations is desirable but not limited.
- 15+ years in the rail industry, with a focus on metro and tram systems.
- Strong background in technical writing with excellent communication skills. Preferably in the railways industry.
- Proven track record in preparing employers' requirements with operation and maintenance experience in the railways
industry.
- Knowledge of maintenance, construction, and design for metro systems.
- In-depth knowledge of rail safety standards and industry regulations.
- Experience with rail-specific technologies, including rolling stock, signaling, and communication systems.
- Working knowledge of maintenance and depot operations.
- Thorough understanding of rail systems basics such as driverless trains, signaling systems, traction power supply distribution,
track, control and communication systems, tunnel ventilation system, and E&M systems, their functions, and maintenance.
- Highly motivated and flexible to work in a time-sensitive environment to respond quickly and effectively to unanticipated high
workloads.
- Ability to multi-task and analyze situations promptly and without bias to determine the proper course of action or alternatives
without jeopardizing safety, quality, and the committed performance targets.
- Thorough understanding of all aspects of safety issues related to railway operations.
- Ability to translate complex technical information into clear, accurate, and comprehensive as possible documentation.
