Job description / Role

Employment: Full Time

Purpose
Develop, implement and manage safety case in coordination with the Design & Delivery Department. Responsible for establishing and enabling effective safety policies and procedures to ensure all hazards in design and operation are assessed and all risks are controlled across the TRAM project.

Description

Strategy
- Execute the functional strategy in line with the departmental strategy to ensure the achievement of departmental objectives in due course, cost and quality.

Operating Plans and Budgets
- Assist in the development and implementation of the departmental annual business and operating plans, KPIs and budget

Policies and Procedures
- Implement functional policies, systems, procedures and controls to ensure objectivity, efficiency and effectiveness of operations.

Operations
- Develop and manage the overall framework of TRAM Safety, consistent with the corporate objectives, and in alignment with the stakeholders’ requirements and expectations.
- Establishing processes to ensure that the Design & Construction activities were compliant to the standards as required by TRAM Safety Case in accordance with the Yellow Book Standard.
- Provide guidance to the contractors on the safety approvals, production of the overall HSE control system, safety plans and safety case.
- Manage TRAM Project Safety initiatives and monitor performance.
- Develop and present recommendations and advise all levels of management to ensure balance between productivity and the safety of team members, contractors, and visitors.
- Plan, implement and coordinate programs to reduce and eliminate injuries, illnesses, deaths, environmental damage, and financial losses.
- Ensure Preventive controls are duly established and implemented to avoid HSE hazards.
- Coordinate with the TRAM Operations Management to ensure the application of HSE guidelines on the operations of TRAM.
- Oversee incident investigations and conduct investigations of incidents that could result in litigation.
- Assist in coordination with insurance carriers, the community, and external stakeholders.
- Provide guidance to TRAM management through interpretation of HSE Practices and Procedures, legislation, and regulations.
- Set up overall HSE project plans, contractual arrangements, schedules, activities, and milestones.
- Regularly audit and evaluate the effectiveness of overall HSE framework, systems, policies and procedures.
- Provide input on the assessment of the environmental impact of tram safety
- Ensure the allocation of HSE resources to tram safety
- Ensure maintaining and updating of consolidated statistical data of all TRAM HSE incidents.
- Ensure training of company and project staff on tram HSE policies and standards in coordination with Learning & Development.
- Conduct research studies to identify hazards and evaluate loss-producing potential of systems, operations or processes.

Requirements

Minimum Qualifications:
- Bachelor’s degree pref. in Engineering plus appropriate professional qualifications (NEBOSH, IOSH, IIRSM)

Minimum Experience:
- 7 – 9 years in an HSE function with 3 years at a senior level in similar TRAM projects with good understanding of safety issues in design, operation and maintenance.
- Worked on TRAM projects and aware of the Yellow Book standards.

Job-Specific Skills:
- Knowledge of Yellow Book and Qatar's safety regulations.
- Engineering/technical management knowledge.
- Working knowledge of legal & regulatory systems.
- Knowledge of HSE international standards.
- Development of safety case.
