Job description / Role
Providing guidance to the management and staff of the General Department of Finance Companies Control (FCC) and build capabilities within the department. Manage strategic projects related to real estate financing and mortgage secondary market in addition to other mortgage related products.

Description
Build capacity within the FCC:
* Advice management of the FCC and provide guidance on technical and people issues.
* Provide training to the FCC staff.
* Contribute to the assessment of the learning and development process.
* Contribute to the creation of a performance oriented culture.
* Ensure knowledge transfer to FCC staff.
Manage Strategic FCC projects/ activities:
* Develop guidelines for mortgage secondary markets.
* Advice on issues related to Islamic finance and bonds/ sukuk issuance.
* Advice on issues related to Mortgage lending such as Products, Risks, affordability, securitization, Capital Market, Enforcement, Refinance.
* Develop the supervisory framework, tools, templates and manuals.
* Assist in developing the department strategy, regulatory framework and road map and support in implementation.
Support other functions within FCC:
* Support the coordination between the different divisions within FCC
* Support other departments (policy, licensing, enforcement etc.) in key projects and initiatives.
* Support senior management at FCC on ad-hoc, short term assignments when required.

Requirements
* Master's degree in Business Administration, Finance or related field preferred.
* Deep understanding of Islamic Banking & sukuk financing.
* 15+ year's experience in Residential Real Estate Finance with the exposure in - Secondary Mortgage Market
* Quantitative and Qualitative research in terms of risk exposure in these markets and regulatory experience within these markets.
* A deep understanding of the 2007 & 2008 crisis is strongly preferred.
