The Job Opportunity

The key purpose of the Asset Management Manager is to lead a team of O&M subject matter experts in supporting the delivery of 'World-Class' O&M operational standards and procedures, and their implementation across KSA government entities.

Key accountabilities

- Lead the team responsible for developing, global best practice benchmarking and production of core Asset Management procedures and standards as a major component of the new National O&M Manual for Saudi government
- Prepare and develop the department operating procedures to include organization, roles and responsibilities and processes used to deliver the scope
- Provide Asset Management subject matter expertise, or allocate such resource from within your team, across all Saudi government entities either according to the strategic plan or in response to entity request
- Manage the matrixed organization in the effective delivery of complex contract deliverables across Asset Management practice, by holistically integrating topic thought leadership
- Produce evidence based research into Asset Management processes and systems
- Engage and maintain close working relationships within the client and its partner Consultancy in order to optimize O&M best practices
- Ensure the effect enablement of Saudi government entity asset management by assisting the Enablement department with their implementation as an SME on:

- Establishing the criteria and recommend procurement of a National Asset Register (NAR).
- Developing a strategy to deploy the NAR across all entities.
- Developing a criteria/methodology for Computer Aided Facility Management (CAFM) system and/ or a Computerized Maintenance Management System (CMMS) platform.
- Developing integration plans between NAR and Entities' CAFM/CMMS platforms.
- Developing the processes that focus the organization on consistent budgeting and life cycle planning and sustainment
- Developing a Condition Assessment Process to perform periodic assessments/surveys on the asset condition.
- Assisting the Client's Infrastructure Planning Department with 5-year portfolio planning.

Key purpose

The Client has a royal mandate to ensure effective O&M across all government sectors within KSA. The key purpose of the Asset Management Manager is to lead a team of O&M subject matter experts in supporting the delivery of 'World-Class' O&M operational standards and procedures, and their implementation across KSA government entities.

Reason for role

Serco was established in the Middle East in 1947 and the business has matured rapidly in recent times, growing from £46.3mn in 2008 to £140mn in 2010 to £324.8mn in 2016. Its portfolio includes Light Rail, Air Traffic Control, Integrated Facilities Management and Technology, with Healthcare and Vocational Training as key emerging sectors. Serco runs the iconic world class Dubai Metro and is also responsible for most of the Air Traffic control business across the Middle East.

In line with the wider group strategy, the contract will be the key catalyst in growing Serco's reputation for O&M excellence in existing and new business sectors across the Kingdom. The O&M team's role is to support the Technical Director in delivery of the contractual obligations, by ensuring the development of O&M standards and procedures that are 'World-Class', and assist in their implementation across KSA government Entities

Structure and reporting relationship

There are 6 direct reports with the role.

In addition, an adaptability to complex matrix project based work, where functional and operational management may be fluid, is required for the role.

This position may be required to carry out other tasks from time to time as directed by the Serco Middle East Leadership team.

Requirements

What we are looking for in our candidates:

- We are looking for candidates from Asset Management Consultancy background
- Expert in developing SOPs and Asset Management Manuals, specially O&M or FM Services
- Strong understanding and hands-on experience in FM or Operations & Maintenance (O&M)
- Experience in a Managerial Capacity at a reputable organization
- Must have Middle East/ KSA working experience and
- Willing to work in Riyadh, Saudi Arabia

Specific requirements

- Bachelor of Science / Engineering in engineering discipline from an accredited university.
- Minimum 15 years' experience in related field on national / international major initiatives and developments.
- Minimum 5 years in a managerial capacity.
- Expert in development and implementation of best practice standards and processes.
- Extensive experience of working internationally (preference for Middle East / KSA).
- Excellent verbal and written communication skills.
- Demonstrable subject matter expertise (and where appropriate accreditation) across the following elements of O&M:

- Maintenance Planning/ Work Control
- Sustainability
- Post Maintenance Testing
- Systems Engineering Programming
- Configuration Management
- Fleet Management Procedure Definition

- Minimum 15 years' experience in related field on national / international major initiatives and developments.
