Employment: Full Time

The Actuarial Deputy Head of ACD is responsible for providing recommendations on actuarial costing and budgeting for insurance providers under the organisation, and engaging with management and other stakeholders.

Description

Supporting Head of Actuarial & Costing Department and fulfilling Head's role in his/her absence:

* Ensuring strict adherence to Actuaries' Code and Technical Standards, set by various distinguished actuarial regulatory bodies around the world, in performing actuarial analysis.
* Reviewing and finalizing actuarial costing standards
* Monitoring & supporting implementation of actuarial costing models
* Reviewing and finalizing healthcare services costing reports
* Reviewing and finalizing quarterly and annual provider payout budgets
* Engaging with stakeholders and making adjustments to meet MoF's budget requirements

Supervision of ACD employees:

* Primarily responsible for managing ACD employees
* Provide technical guidance to ACD employees in completing their work
* Assist actuarial team with career planning and preparation for exams
* Facilitate regular training sessions for the actuarial team, to improve technical actuarial abilities and other skills
* Manage the actuarial team's workflow and capacity
* Review technical work and reports performed by ACD employees

Performing, reviewing and presenting technical work:

* Assist with developing actuarial models and methodologies, specifically:
* Support data science function in performing actuarially sound data analysis where ever applicable
* Develop capitation models
* Develop risk-adjustment methodologies
* Develop models to support the implementation of value-based healthcare, including appropriate financial incentives and indices for monitoring costs and quality
* Perform sensitivity analysis and scenario testing for any models developed
* Quantify the impact of potential changes to the benefit package
* Develop Casemix indices
* Identify appropriate local, regional and international benchmarks for use in the KSA public health system
* Assist with data management strategy
* Assist actuarial specialists with structuring project plans, including interim tasks, for larger projects
* Engage with other stakeholders including other departments, clusters, providers, CCHI, SHC among others
* Present results of work performed to PHAP management
* Present results of work done by the team to other departments and executives

Requirements

Required

* Partly qualified Actuary through a recognized actuarial body or a Post graduate degree in Actuarial Science
* Evidence of ongoing professional and personal development
* Significant experience in actuarial leadership and operational management at a senior level
* Significant experience working in a highly reputed organisation
* Significant experience presenting to a wide range of audiences
* Extensive experience in direct management and supervision of an actuarial division
* Experience in private or public health actuarial functions

Desirable

* Fully qualified Actuary with Fellowship through a recognized actuarial body
* Significant experience working in a highly reputed health actuarial organisation in KSA or GCC region
* Experience in product design, pricing and costing, reserving, provider reimbursement
* Experience in provider financial projections, data analytics, disease management services and statistical benchmarking
* Able to read Arabic
