Project & development services - MENA
Jll Project & Development Services (P&DS) MENA provides consulting, design, management, and build services to tenants and owners, leveraging technology and digital solutions to drive outstanding service delivery.
We bring a life-cycle perspective to our clients, from development solutions to our core services in programme, project, and cost management and consulting in digital solutions, tenancy management, sustainability, leisure & entertainment, and workplace & design.
The role
We are seeking an experienced Commercial Manager to join our Project & Development Services (PDS) team in Saudi Arabia. The successful candidate will be responsible for overseeing the commercial aspects of multiple construction and development projects, ensuring financial viability, contract compliance, and stakeholder satisfaction throughout the project lifecycle.

What this job involves
Develop and manage project budgets, cash flows, and financial forecasts.
Monitor project costs, analyze variances, and implement corrective actions when necessary.
Prepare monthly financial reports and present to stakeholders and senior management.
Review, negotiate, and manage contracts with clients, consultants, and contractors.
Assess and mitigate contractual and commercial risks.
Manage change orders, variations, and claims processes.
Develop and implement procurement strategies aligned with project objectives.
Evaluate and select contractors, suppliers, and consultants.
Negotiate favorable commercial terms and conditions.
Act as the primary commercial point of contact for clients.
Provide regular updates on project financial performance.
Identify and pursue additional service opportunities with existing clients.
Lead and mentor commercial team members.
Coordinate with project managers and technical teams.
Foster collaboration between commercial, technical, and operational functions.
Identify, analyze, and mitigate commercial and contractual risks.
Implement risk management strategies and contingency plans.
Ensure compliance with local regulations and internal policies.
Desired skills and experience
Bachelor's degree in construction management, quantity surveying, engineering, or related field.
Professional certification such as PMP, RICS, or equivalent qualification.
Minimum 8-10 years of relevant commercial experience in construction or real estate development.
Strong understanding of construction contracts, particularly FIDIC forms.
Proficiency in construction cost planning and estimation.
Knowledge of Saudi building codes and regulations.
Experience with project management and financial software.
Previous work experience in Saudi Arabia or GCC countries.
Understanding of local business practices and market conditions.
Knowledge of Saudi Vision 2030 and related development initiatives.
Excellent negotiation and conflict resolution abilities.
Strong analytical and problem-solving skills.
Effective written and verbal communication in English (Arabic language skills highly desirable).
Leadership qualities and ability to work in multicultural environments.
Experience in mixed-use developments, commercial, or hospitality projects.
Understanding of sustainable building practices and certifications.
Familiarity with BIM and digital construction technologies.
