1. Team Leadership & Strategy
Lead and mentor the commercial and QS team; formulate departmental strategies and coordinate internal/external resources to achieve project KPIs.
2. End-to-End Contract Administration
Oversee the entire contract lifecycle from tender review, negotiation, and execution to termination; establish a robust contract register and archive system.
3. Client & Consultant Liaison
Act as the primary liaison for high-level communication with the Client and Engineer/Consultant regarding all commercial matters.
4. Variations & Claims Management
Lead the valuation and approval of major variations, and spearhead the preparation, submission, and negotiation of EOT and loss/damage claims.
5. Risk & Compliance
Implement early warning mechanisms to identify commercial and legal risks, reporting to HQ and proposing mitigation strategies to ensure compliance.
6. Cash Flow & Payment Management
Review and certify interim payments, subcontractor settlements, and final accounts; monitor cash flow to optimize payment schedules.
7. Subcontract & Procurement
Manage the drafting, negotiation, and execution of major subcontracts and procurement contracts; handle subcontractor disputes and counter-claims.
8. Dispute Resolution
Support legal counsel in handling arbitrations or litigations; ensure the integrity of the project record (diaries, photos, minutes) for dispute defense.
Requirements:
1. Bachelor’s degree or above in Engineering Management, Quantity Surveying, Civil Engineering, or International Commercial Law.
2. Minimum 10 years of experience in commercial management on mega projects, with at least 5 years in a leadership role; experience with RCRC is highly preferred.
3. Expert knowledge of FIDIC (Red/Yellow Book) and local construction laws; Professional certifications such as PMP, MRICS, or Cost Engineer Certificate are advantageous.
4. Full professional proficiency in English for report writing and negotiations; fluency in Arabic is a strong plus.
5. High resilience under pressure, exceptional negotiation skills, and cross-cultural leadership; willingness to work in site-based conditions.
