As the Contracts & Procurement Manager within our Project Management Consultancy (PMC) team, you will be the commercial architect of a multi-billion-dollar petrochemical development. You will provide expert oversight of the EPC contractor’s global supply chain and subcontracting activities, ensuring that all commercial engagements are transparent, legally sound, and optimized for project success. You act as the Client’s primary safeguard against commercial risk and supply chain volatility.
Key Responsibilities
• Commercial Oversight: Monitor and audit the EPC contractor’s procurement cycle, from bidder qualification and Technical Bid Evaluation (TBE) to final award and PO close-out.
• Contract Administration: Manage the Prime Contract between the Client and the EPC firm, including the rigorous administration of change orders, claims, and dispute resolution.
• Strategic Sourcing: Review and validate the Global Procurement Plan to ensure long-lead equipment (reactors, compressors, etc.) is sourced from approved vendors and meets project delivery milestones.
• Subcontract Management: Oversee the formation and administration of major site subcontracts, ensuring flow-down of the Client’s safety, quality, and schedule requirements.
• Risk & Compliance: Ensure all procurement activities comply with international trade laws, anti-bribery regulations, and the project’s specific ethical guidelines.
• Expediting & Logistics: Provide PMC-level surveillance of the contractor’s expediting and logistics functions to mitigate potential delays in the international movement of materials.
Requirements:
• Education: Accredited Bachelor’s degree in Business, Law, Engineering, or Supply Chain Management.
• Experience: 15–20 years of commercial and procurement experience in the petrochemical or oil and gas sector, with at least 10 years in a management role on mega-projects.
• Contractual Expertise: Deep knowledge of FIDIC, LOGIC, and bespoke EPC/PMC contract forms, with a proven ability to manage complex commercial claims.
• Negotiation Skills: Exceptional ability to lead high-stakes negotiations with global vendors and Tier-1 contractors.
Preferred Qualifications
• Professional certification from The Chartered Institute of Procurement & Supply (CIPS) or The International Association for Contract & Commercial Management (IACCM).
• Experience with digital procurement platforms and ERP systems such as SAP or Oracle.
• Proven track record of managing multi-currency contracts and complex international logistics in emerging markets.
