Employment: Full Time

The Contracts Specialist will form part of the team which will deliver the Contractual elements of works. They will be involved with and will deliver day to day procurement activities. The Contracts Specialist will work to the Contract Lead and will receive his workflow and activities from Mahmoud. The Contract Specialist will have limited input from a strategic perspective. However, they will need to fully understand the Contracts being administered and ensure that their understanding is reflected in any deliverables created.

This role will report directly to the Contracts Lead. They will work within the Contracts team and their focus will be on the successful delivery of the day to day contractual activities.

Requirements

Pre-Tender Activities:

The focus of the Contracts Specialist will be assisting the Contracts Lead in ensuring that processes and procedures are aligned with all stakeholders as well as industry best practice. At this initial stage the insight provided by the Contracts Specialist will be focused around helping the team as required to ensure any procurement solution proposed has a sound Contractual underpinning.

Processes and Procedures Creation:

The Contracts Specialist will assist the Contracts Lead in the creation of the Al Wedyan standard templates and procedures. The Contracts Specialist will help to formulate the template documents to be utilised for the development. Some examples would be the creation of LOA templates, the creation of a suite of documents for the use of the PMC’s and all elements in between. These processes and procedures will be done under the supervision of the Contracts Lead. The other element of this scope is to ensure that the PMC’s are utilising the Contractual templates and that all reporting and documentation conforms to Al Akaria’s requirements.

PMO Procurement Packages:

It is anticipated that there will be a variety of activities that will be procured by the P&C team rather than the specific PMC’s. The breakdown of this has not yet been confirmed. However, for those packages procured by the P&C team the Contracts Specialist will assist in the successful delivery of the following activities:

- Provide Contractual advice and input throughout the full procurement lifecycle (ITT – Contract Award)
- Assist in the creation of both LOA documentation and the Contract Documents;
- Consulted during any negotiations undertaken to provide advice on any Contractual amendments or clarifications; and
- Create and police best practice documentation throughout the tender process.

PMC Procurement Packages:

It is anticipated that most of the procurement activities will take place at the PMC level. The role of the P&C team for these activities is providing both workflows and templates for each of the PMC’s to utilise during tender activities. The P&C team will ensure that these processes are adhered to and where necessary will provide input to any solutions provided. The Contracts Specialist will be involved in ensuring that these processes are adhered to. The Contracts Specialist will support the Contracts Lead to ensure that all processes and Contracts drafted match Al Akaria’s standards.

Post-Contract Activities:

The Post Contract Activities undertaken by the P&C team focuses around collecting live data on Stakeholder performance as well as the administering of the various trackers being issued at the PMC level. The Contracts Specialist will assist the Contracts Lead and ensuring that the Contracts team gain up to date market knowledge from live projects as well as identifying processes and procedures that may need improving or are not being followed properly.

Reporting and Performance Tracking:

The Contracts Specialist will be assist in ensuring that all Contracts trackers are issued to Al Akaria in a timely manner. They are also to communicate with the Contracts Lead clearly on the activities they are working on and their anticipated workloads.
