Job description / Role

Employment: Full Time

- Has experience in the infrastructure industries, and has project control/business management experience on mega projects.
- Coordinates with other functional Managers to ensure correct implementation of project control/business procedures and requirements and has overall responsibility for project control/business activities.
- Reviews and closely monitors project schedule and cost to ensure schedule and budget objectives are met.
- Oversea Contractor budgets and schedule of values.
- Prepare estimates for projects from preliminary study and budget estimates through the endorsement of final estimate to sanction the project.
- Endorses project post funding contract adjustment.
- Work with cost reimbursable contracts to establish open book estimates when required.
- Establish Estimating Cost Data Bank with rates, allowances and location factors and productivity etc for Bench Marking and utilization as a guide for future Estimates.
- Prepare a capital cost estimate which is a forecast of the cost for a defined scope of work and is required at every gate during the development of a project.
- Able to work with (prepare, review, approve) the 5 different classes of estimates.
- Lead on estimate tasks at the pre-award stage in collaboration with the Engineering Studies Unit and Contract Management Department.
- Review Bidders Financial submittals.
- Support on estimate tasks at the post-award stage in collaboration with the Contract Management Department.
- Establish and Maintain cost estimation Database.
- Lead in preparing progress reports and presentations to MoF and other stakeholders for this particular function.
- Ensure active engagement of estimating engineers by reviewing the deliverables of various PMC(s).
- Support and collaborate with cost control unit.
- Assess respective staff and assign appropriate roles and responsibilities.

Requirements

- Bachelor's degree in Engineering, Construction Management or related field.
- 20 + years of experience, directly related to the position for which application is being made of which at least ten (10) years must have been spent in significant similar engineering and project supervisory assignments.
- Demonstrated cost estimation experience on large, multi-million dollar infrastructure programs.
