Job description / Role

Cost control and management:
• Responsible for formulating and implementing the company's or department's cost control policies and processes.
• Track, analyze and control various costs in the production and operation process to ensure that the costs are within the budget.

Cost accounting and analysis:
• Conduct project cost accounting, prepare cost reports regularly, and analyze various expenses and their changes.
• Conduct detailed analysis of production costs, labor costs, material costs, etc., and provide data support to the decision-making level.

Budget preparation and supervision:
• Prepare engineering cost budgets based on project business information and provide cost technical support to the business team. At the end of the project, be responsible for completing the completion settlement with the project owner and subordinate subcontractors.
• Participate in the preparation of the annual budget and coordinate various departments to provide accurate cost budget data.
• Regularly check the difference between actual costs and budgets, analyze the reasons for the difference and propose improvement measures.

Cost optimization:
• Based on the results of cost analysis, propose cost optimization suggestions and promote relevant departments to carry out cost control and resource optimization.
• Improve production efficiency and reduce waste, helping the company save costs while ensuring quality.

Maintenance and optimization of cost management system:
• Maintain and optimize the company's cost management system to ensure the accuracy and real-time nature of system data (supplier database and material database, etc.).
• According to the actual needs of the enterprise, propose system improvement plans to improve cost management efficiency.

Risk management and compliance:
• Identify potential risks in cost management and take measures to prevent and control risks.
• Ensure that cost management and control comply with relevant laws and regulations and the company's policy requirements.

Education requirements:
• Bachelor degree or above, major in engineering management, construction engineering, civil engineering, engineering cost, financial management and other related majors.
• Those with construction engineering related qualification certificates or engineering cost related qualification certificates (such as: cost engineer, registered cost engineer, etc.) are preferred.

Work experience:
• At least 5 years of cost management experience in construction engineering or large projects, with practical experience in cost control, budget preparation, cost accounting and other aspects in engineering projects.
• Those with engineering cost management experience in large enterprises or multinational companies, especially those who have worked as cost managers, engineering cost engineers, budgeters and other related positions in multinational construction projects and construction projects are preferred.
• Familiar with the entire engineering construction cycle and able to provide cost control support at all stages of the project.

Professional skills:
• Engineering cost management: Proficient in budget preparation, cost analysis, change control and cost accounting of engineering projects, able to effectively identify project cost risks and propose solutions.
• Cost control and evaluation: Have the ability to effectively control and evaluate the costs of materials, labor, machinery and equipment in engineering projects to ensure that the project is completed within the budget.
• Contract management and settlement: Familiar with the relevant terms and execution of engineering contracts, changes and claims, and able to handle and review project settlement and payment processes.
• Use of engineering cost software: Proficient in using engineering cost related software for budgeting, settlement, analysis and other work.
• Project management capabilities: Have comprehensive management capabilities for project progress, quality, and cost, and be able to coordinate and control budgets in the case of multiple projects to ensure smooth implementation of the project.

Ability to analyze and solve problems:
• Strong data analysis capabilities, able to discover cost anomalies or potential risks in the project through data comparison, trend analysis and other methods.
• Effectively analyze the impact of project changes, design adjustments and unforeseen factors, reasonably adjust the budget and provide optimization suggestions.
• Good at solving complex problems in cost control, and can provide timely response measures to ensure that the project is completed on time and within budget.

Communication and coordination skills:
• Have excellent communication skills, and be able to cooperate effectively with project managers, designers, suppliers, contractors and other departments to ensure smooth project cost control.
• Able to coordinate costs and resource allocation with all parties, promote the implementation of the project as planned, and handle cost-related disputes and issues.

Leadership and team management ability:
• Have certain team management experience, and be able to lead the cost control team to formulate and implement the cost control strategy and plan of the project.
• Able to guide and train subordinates to improve the professional ability and work efficiency of the team.

Regulations and standards:
• Be familiar with national and local construction engineering-related regulations, policies and industry standards, and be able to ensure that project cost control complies with relevant laws and regulations.
• Understand the industry cost trends and changes, and be able to reasonably use market resources to reduce costs in the project.

Language ability:
• Have oral and written English expression skills, and be able to communicate fluently and write relevant reports.

• Pay attention to details, have a strong sense of responsibility and execution, and be able to cope with the pressure and challenges in the project.
• Strong sense of teamwork, willing to actively participate in various tasks in the project, and solve various problems in the implementation of the project.

Other requirements:
• Be familiar with the entire process of project cost budgeting, including preliminary budget estimates, design changes, and cost control in the construction stage.
• Able to formulate and implement a plan for project cost control to ensure that the overall cost of the project is controllable.

Salary:
USD 2,460 to 4,100 per month inclusive of fixed allowances.
