Finance Manager & Administration - Yanbu, Saudi Arabia

Since 1976, Parsons has served the Royal Commission for Jubail and Yanbu as their program management, master planning, design, engineering and construction management consultant for the Yanbu Industrial City on the Red Sea north of Jeddah, Saudi Arabia. This is the longest running contract in Parsons' history and reflects the strong client/consultant partnership that has evolved through the years. Our responsibilities are similar to that of a Public Works Department of a US municipality. We assist in long-range strategic and master planning, project initiation, the hiring and management of design consultants, tendering for construction and oversight of all construction projects. These projects range through the full spectrum of infrastructure and facilities that would be expected in a city of 80,000+ population - roads and utilities, residences, schools, health care facilities, police and fire stations, colleges, public buildings, sport facilities and retail centers.

With over 200 current employees in Yanbu, we are always looking for dynamic new key staff members that are up for the challenge of a foreign assignment in a remote location. The initial contract term for new members of the team is 24 months with one year extensions dependent upon performance and on-going needs.

Responsible for the overall management of the program Finance Department, including the formulation and implementation of financial policies consistent with the program and company directives and procedures.

ORGANIZATIONAL RELATIONSHIP
Reports to the Program Director and also has a dotted line to the SAPL Finance Director in Riyadh. Responsible for managing the programs financial deliverables to the client as well as internal financial reporting to SAPL and SAPL’s JV partners. Manage program finance staff.

MAJOR ACTIVITIES PERFORMED
- Directs traditional accounting, treasury, payroll, billing, and budgeting activities under the Management Services Agreement (MSA).
- Assumes responsibility for the implementation and administration of financial directives and controls.
- Assimilates the content of the MSA, integrates it with SAPL employment agreements and operating policies, and responds proactively to issues of contractual compliance.
- Formulates financial policy, incorporating the observance of generally accepted accounting principles.
- Represents MSC Finance and SAPL in capacity of senior financial executive on the project.
- Reviews financial policy with the Royal Commission and coordinates the organization and progress of the MSC financial audit performed by the Royal Commission.
- Maintains an overview of the departmental sections and integrates their contributions.
- Provides top level management of departmental staff through the use and standardization of performance evaluation, progress review, and goal setting techniques.
- Offers financial counsel to MSC organizations and to program management.
- Acts as the chief financial spokesman for the project, reporting the results of financial activity to project, corporate, and affiliated company management.
- Provide consultancy services and guidance to management on administration activities.
- Administer the Administration Department and supervise all aspects of Talent Management.
- Provide leadership and direction to the assigned TM Supervisor on day to day TM activities.
- Performs other duties and responsibilities that are associated with this position such as Administration, TM and as may be appropriate.

Requirements

A baccalaureate degree in Accounting or a closely related field from an accredited college or university. A CPA is a plus. A proven track record of at least 12 years of increasing responsibility.

Should currently be a senior finance professional with the ability to manage and communicate effectively in a culturally diverse workplace.
