HR Manager Saudi Arabia & Bahrain, British Council

The Middle East and North Africa, MENA is home to eight percent of the world’s population, five percent of global GDP, and 58 percent of global reserves of oil and gas. The British Council retains an on-the-ground presence in all 17 MENA countries. This includes maintaining operations and programmes in Libya, Yemen and Syria, working through partners and locally engaged staff.

Saudi Arabia, KSA is one of the largest countries in MENA with approximately 260 staff split across our English and Exams, Grant and Partnership funding and Full Cost Recovery business streams. Bahrain has about 82 staff. The external HR regulatory environment in both countries varies from extremely complicated to relatively straight forward.

British Council MENA are seeking to recruit an experienced HR Manager for its operations in Saudi Arabia and Bahrain. This post will be based in Jeddah. The role holder will personally provide specialist professional support and advice to support efficient and effective business operations in KSA & Bahrain. The incumbent will work with other HR stakeholders, SBU Leaders for supporting the development of the people agenda for KSA and Bahrain in support of regional business strategies. This role is part of the MENA HR team and has a dotted line to the Regional Head of HR based in Dubai.

The role will be key to ensuring that the HR services provided are consistent with global HR policies and processes and reflect the local policy frameworks. This role requires an understanding of a wide range of policies and procedures and advise on appropriate solutions and may lead a small team of support staff.

Requirements

• English Language at Proficiency Level
• Proficiency in reading & writing Arabic
• First degree in Human Resources or a relevant professional HR qualification / essential
• Three years’ experience in management capacity and solid track record in HR
• Experience and understanding of best practices in HR processes and systems
• Understanding and experience of HR matters relating to KSA and Bahrain employment laws
• Experience of managing a HR team and function
• Ability to work effectively in a matrix environment
• Ability to multi task and run change management projects
