Employment: Full Time

Reporting to the KSA Operations Director, the KSA HSE Director will have overall responsibility for technical assurance for safety (sites and offices), operations security assurance and environment (sustainability) across Atkins, F+G and Acuity. The KSA HSE Director will oversee the direction of a Health & Safety department within region and has overall responsibility for the performance of the department and the staff.

It is expected that the KSA HSE Director will be an acknowledged technical leader in their field, fostering an active safety / security / environment community that enhances our reputation for technical excellence by supporting innovation and cross-business collaboration, defining best practice, and championing new approaches.

As well as being an acknowledged technical leader at an operational level, the KSA HSE Director will exhibit strong communication skills, meaning that they will actively engage with internal and external stakeholders at the highest levels and be recognised as a significant authority.

The KSA HSE Director will have at least 20 years' experience in construction health and safety and be qualified to Nebosh Diploma level, or equivalent, having chartered membership of IOSH or similar. Candidates should possess strong technical skills in construction safety and be excellent communicators at all levels. The role requires excellent interpersonal skills, including the ability to influence senior management and deal with all stakeholders in challenging situations. Knowledge and experience of implementing and monitoring security systems is an advantage, but the successful candidate will receive training during mobilisation into the role.

Monitoring, Reviewing and Reporting
- Develop the Health & Safety vision, strategy and management system aligned with international best practice and ISO45001
- Provide assurance through reviewing that EDPM's operations are fully compliant with EDPM's BMS / HSEMS, including Atkins' Minimum Requirements for Construction Safety (AMR) and Middle East Security Standard;
- Work closely with the global audit team to review the MEA audit findings and report to KSA OLT
- Support the implementation of the SNCL security process and monitor security arrangements, with the assistance of the security coordinator network in medium risk-rated countries
- Develop the strategy, process and procedure to ensure the safety of employees travelling to and working in remote locations
- Support the management of security incidents when they occur
- Ensure, through regular auditing, the maintenance of legally acceptable health and safety standards on all construction sites and staff accommodation
- Ensure that sector and MEA (business unit and division) monthly reporting is submitted in accordance with EDPM's format and timetable
- Undertake internal investigations in the event of serious accidents (or high potential incidents) and security incidents reporting back to the KSA SLT and implementing formal lessons learned action plans
- Oversee the mobilisation of major projects from a HSE perspective supporting Project Directors as appropriate

Business Improvement
- Responsible for implementation of the MEA HSE strategy, key components of which are global and regional initiatives and work with the OLT to develop business unit objectives and plans to support business improvements where required
- Actively engage with change programmes, including the provision of associated HSE training.
- Work with the Business Units and Win Work team to develop an external market HSE exemplar profile in KSA
- Work with the KSA OLT to embed a culture of safe working into business operations
- Working with the BU Leads & PD's provide technical oversight and mentoring to HSE professionals within the teams
- Work with the KSA Academy Lead to develop a HSE curriculum for delivery to Academy participants
- Assist in recruitment of HSE staff with the BU Leads on project specific basis
- Undertake the HSE induction process for new starters in conjunction with HR and KSA QSSE Representative
- Act as an Atkins' ambassador in dealings with clients, identifying business development opportunities in support of client's strategic objectives.

Business Development & Growth
- Provide HSE technical input to bid proposals, where required, and provide specific advice on the safety related resourcing levels and competencies required for effective delivery of project safety objectives;
- Participate in bid presentations to clients, clearly positioning EDPM as an industry leader, and effectively communicating the proposed project HSE deliverables.
- Liaise with Business Development teams to help improve the HSE Service offering to clients at bid stage.
- Focus on client relationships and build a strong portfolio of HSE related client services that deliver revenue both in terms of personal utilisation and team growth

People development
- Support the recruitment process for project safety personnel using the competency framework to establish baseline requirements;
- Establish a training and development programme for Saudi Nationals to build a core team of local HSE professionals;
- Establish development objectives and performance targets for all health and safety personnel;
- Engage with direct reports in their Performance Development Reviews (PDRs), and review the PDRs of all other HSE personnel to ensure consistency and relevance;
- Mentoring and otherwise assisting in the development of HSE personnel, as required;
- Development and implementation of a regional HSE training plan, in coordination with the MEA Learning and Development Manager.
- Establish focus groups and training for Senior Managers to raise awareness for corporate HSE requirements within the business.
- Work alongside HR to develop an employee wellness program to ensure all employees have an adequate working environment and appropriate support networks in place.

Stakeholder management
- Work closely with operational management within EDPM to promote core HSE values through attendance at division senior leadership team meetings, MEA OLT meetings, workshops and training;
- Position himself / herself as a significant industry contributor on safety matters, through public speaking engagements and media publications;
- Work closely with regulatory authorities (municipalities and ministries), promoting EDPM as an industry leader in safety;
- Cross sector collaboration on all matters related to health, safety and security

Requirements

Qualifications:
- Bachelor's Degree in Occupational Safety and Health or related field (or equivalent experience)

Professional Registration
- Chartered with IOSH preferred
- Chartered with CSP preferred
