As the HSE Manager within our Project Management Consultancy (PMC) team, you will be the ultimate guardian of safety, health, and environmental compliance for a world-scale petrochemical construction project. You will lead the oversight of the EPC contractor’s safety programs, fostering a "Zero Incident" culture and ensuring that all site activities—from heavy lifts to hazardous commissioning—are executed without compromise to personnel or the environment.
Key Responsibilities
• Safety Governance: Develop, implement, and oversee the Project HSE Management Plan, ensuring it aligns with both client expectations and international best practices.
• Contractor Oversight: Audit and monitor the EPC contractor’s field activities to ensure strict adherence to Work Method Statements, Job Hazard Analyses (JHA), and Permit to Work (PTW) systems.
• Incident Management: Lead comprehensive investigations into near-misses and incidents, utilizing root-cause analysis (RCA) to implement corrective actions and prevent recurrence.
• Risk Mitigation: Facilitate and provide PMC-level input for safety studies, including SIMOPS (Simultaneous Operations) planning, Pre-Startup Safety Reviews (PSSR), and emergency response drills.
• Environmental Stewardship: Ensure project compliance with environmental impact assessments, waste management protocols, and emission monitoring requirements.
• Leadership & Reporting: Chair weekly safety leadership meetings and provide the Project Director with detailed HSE performance metrics and leading/lagging indicators.
Requirements:
• Education: Accredited Bachelor’s degree in Occupational Health & Safety, Environmental Engineering, or a related technical field.
• Experience: 15+ years of HSE experience in the oil and gas or petrochemical industry, with at least 8 years in a management capacity on large-scale PMC/EPC projects.
• Certifications: Nationally or internationally recognized professional certification (e.g., NEBOSH International Diploma, CSP, or CMIOSH).
• Regulatory Knowledge: Deep understanding of OSHA, ISO 14001, and ISO 45001 standards, as well as local environmental regulations.
• Preferred Qualifications
• Proven track record of managing safety on projects exceeding 10 million man-hours without a Lost Time Incident (LTI).
• Expertise in Behavioural Based Safety (BBS) programs and their implementation across diverse, multicultural workforces.
