POSITION SUMMARY

The incumbent is accountable for the basic and detailed engineering execution and field support for the HV Transmission - Primary electrical engineering scope being executed by Air Products as part of the NEOM Green Hydrogen Project in the Kingdom of Saudi Arabia.

The HV Transmission system is part of a dedicated renewable energy system consisting of:

- In excess of 200km of 380kV Overhead Transmission Line
- 380kV substations
- 2200 MW Solar Farm
- 1275 MW Wind Farm
- 400 MWh BESS, 400MVAr STATCOM and Energy Management system to support the Green Hydrogen production facility being developed by the JV company.

Air Products is a JV partner and the overall EPC for the mega Project who has responsibility for executed engineering for the petrochemical plant and power elements scope of work.

The incumbent must possess expert-level technical, engineering management skills and knowledge, along with excellent communication and influencing skills. The incumbent interfaces extensively with external and internal parties on engineering and technical matters and shall have significant travel within the KSA region including relocating to the HV Transmission EPC engineering office location and then the multiple construction sites for the construction and commissioning phases.

The project is executed utilizing multi-office execution capabilities, necessitating a robust cross-cultural competency.

Experience of working with OEM's and EPC's on large scale renewable energy projects is preferred, and the incumbent would be required to supervise the EPC activities for the full scope of execution with multiple pooling stations at 33kV and export at 380kV via OHL to the grid switching stations.

Practical experience in primary engineering tasks including preparing layouts, elevations, equipment lists, SLDs, undertaking clearance checks and busbar mechanical design.

Working knowledge of current IEC standards, including establishment of renewable energy project performance guarantees, and testing procedures,

Experience working in the Middle East and knowledge of local and national standards including KSA SAF standards, HCIS requirements and the Saudi Electrical Code would also be an advantage.

Has executed engineering for complex projects project, 3 - 5 direct reports working within a large engineering execution team.

Overall Supervision (approximate):
Work closely with peers (procurement, construction, and commissioning leads). Work well with EPC and sub-EPC management and functional engineering teams, Joint Venture partners and owner's engineers.

Other Factors:
Focus and experience on renewable power and primary engineering skills in electrical transmission systems in design and construction, as well as megaproject execution.

PRINCIPAL ACCOUNTABILITIES
* During project development, establish strategies for electrical engineering and design - plus engineering field support. Review deliverables prepared by the EPC and the OEM, and assess any JV, strategic partners' or other third parties' scope to ensure alignment.
* Oversight and direction of all electrical engineering execution activities including safety in design, - on time on budget on quality, including the EPC and third party engineering companies including external consultants, JV owners engineer team and JV.
* Ensures effective technical and scope coordination with EPC, Clients or third-party representatives:
* Contributes to the review of JV specifications and procedures, preparation of deviation lists, and manages the review of EPC deliverables & vendor drawings related to assigned scope
* Ensure Compliance to the project specifications, standards, policies and process (client, AP, regulatory)
* Lead the internal and/or external problem-solving necessary to arrive at appropriate engineering decisions.
* Ensures all changes are managed in accordance with the project procedures
* Ensures that lessons learned for engineering are clearly identified, recorded and communicated.
* Perform Hold Point Checks (determine measures to be taken against risks, HSE requirements and savings potential) and Design and HSE Reviews and check and release essential documents for the next project phase (phase achievement).
* Attend internal and external design review
* Production/checking of functional design specifications and design intent documents
* Accountable for technical FAT activities (self or assign person)
* Provide technical input for tendering activities
* Maintain a safe work environment and support corporate and organizational safety goals in the office, with suppliers, and at fabrication and field sites.
* Ensure Risk Management procedures are followed, and any issues addressed/resolved.

Requirements

JOB LOCATION AND TIMELINE

The planning for this coverage is preliminary and shall be adjusted during the development of the project. In particular, the timing of the phases is not sharp, is overlapping, and will be subject to change.

This situation will require certain flexibility of the incumbent regarding the location of work to oversee the various phase of engineering and the ability to oversee the full engineering cycle through construction.

Requirements
* A minimum qualification of Degree (or equivalent) in Electrical Engineering
* Experience in primary engineering tasks including preparing layouts, elevations, equipment lists, SLDs,
* Experience in working with other disciplines such as Civil/ Structural and Environmental Engineers to design electrical installation
* Chartered Electrical Engineering status desirable.
* Experience of managing EPC contracts, Clients and Vendors.
