The Job Opportunity

Serco is bidding on a key contract in the Kingdom of Saudi Arabia for the Saudi Government . The client oversees infrastructure projects which are estimated to be worth over $1trillion by 2030 and we are bidding to become the Delivery partner for O&M Excellence.

We are looking for people with deep O&M experience across all areas of the government sector to lead and deliver this 3 year project based in Saudi. This role is to support the development of standardised Lifecycle Management plan and support the enablement of the plan across the selected entities.

It's an exciting opportunity to work very closely with a multicultural team and client, in a new and challenging environment and gain knowledge of all government sectors for O&M.

The growth opportunity for Serco is twofold. Firstly, this will bring the team inside the organisation, with the ability to shape future O&M strategy with the KSA government, but also will enable us to be well placed to win future O&M delivery contracts in the Kingdom.

Key accountabilities

- Lead the team responsible for developing, global best practice benchmarking and production of core Asset Lifecycle Planning procedures and standards as a major component of the new National O&M Manual for Saudi government
- Prepare and Develop the department operating procedures to include organization, roles and responsibilities and processes used to deliver the scope
- Provide Asset Management subject matter expertise, or allocate such resource from within your team, across all Saudi government entities either according to the strategic plan or in response to entity request
- Support the matrixed organization in the effective delivery of complex contract deliverables across Asset Management practice, by holistically integrating topic thought leadership
- Produce evidence based research and advise into Asset Management processes and systems
- Engage and maintain close working relationships within the client and its partner Consultancy in order to optimize O&M best practices

What we are looking for in our candidates:

- Minimum 15 years' experience in related field on national / international major initiatives and developments.
- Minimum 5 years in leading multi-disciplined O&M transformation programmes and a proven track record of instituting continuous improvement and change management.
- Recognized expertise in assigned field.
- Record of engagement with a wide range of stakeholders and wider commercial and public sector stakeholders.

Specific requirements

- Bachelor of Science / Engineering, Project Management, Communications, Finance or other relevant discipline from an accredited university.
- Further degree/ qualifications preferred

Key purpose

The Client has a royal mandate to ensure effective O&M across all government sectors within KSA. The key purpose of the Lifecycle Planning Manager is to lead a team of O&M subject matter experts in supporting the delivery of 'World-Class' O&M operational standards and procedures, and their implementation across KSA government entities.

Reason for role

Serco was established in the Middle East in 1947 and the business has matured rapidly in recent times, growing from £46.3mn in 2008 to £140mn in 2010 to £324.8mn in 2016. Its portfolio includes Light Rail, Air Traffic Control, Integrated Facilities Management and Technology, with Healthcare and Vocational Training as key emerging sectors. Serco runs the iconic world class Dubai Metro and is also responsible for most of the Air Traffic control business across the Middle East..

In line with the wider group strategy, the contract will be the key catalyst in growing Serco's reputation for O&M excellence in existing and new business sectors across the Kingdom. The O&M team's role is to support the Technical Director in delivery of the contractual obligations, by ensuring the development of O&M standards and procedures that are 'World-Class', and assist in their implementation across KSA government Entities

The role will be the senior Serco person on site and therefore responsible for all staff, and subcontractors, together with the financial and operational performance of the contract.

Structure and reporting relationship

- There are 6 direct reports with the role.

In addition, an adaptability to complex matrix project based work, where functional and operational management may be fluid, is required for the role.

Based on the specific requirement of the role

Key accountabilities

- Engage and maintain close working relationships within the client and its partner Consultancy in order to optimize O&M best practices
- Insure the effect enablement of Saudi government entity asset management by:
- Establish the criteria and recommended procurement of a National Asset Register (NAR).
- Develop a strategy to deploy the NAR across all entities.
- Develop a criteria/methodology for Computer Aided Facility Management (CAFM) system and/ or a Computerized Maintenance Management System (CMMS) platform.
- Develop integration plans between NAR and Entities' CAFM/CMMS platforms.
- Develop 'World-Class' processes that focus the organization on consistent budgeting and life cycle planning and sustainment, including:
- Utilization of cost indices for "existing as-is" O&M contracts, "regional" O&M contracts and "best in class" O&M contacts.
- Preparation of a Life Cycle Planning procedure that ensures long-term sustainment of assets.
- In support of the life cycle planning, develop a Condition Assessment Process to perform periodic assessments/surveys on the asset condition.
- Support the Client's Infrastructure Planning Department with 5-year portfolio planning.
- Carry out other tasks from time to time as directed by the Serco Middle East Leadership team.

HSQE Responsibilities and Information Security Responsibilities

- Lead the development and implementation of the Serco Management System (SMS) and ensure that contents of Health, Safety, Quality & Environment and Information Security Policy Statements are known and understood by the contract staff.
- Provide input into the development of the Health, Safety, Quality & Environment and Information Security Policy Statements.
- Ensure that a good HSQE and Information Security culture is promoted within their departments and among their peers, employees, visitors, subcontractors, client and customers.

Requirements

Essential technical and professional skills, knowledge and qualifications

Technical and Professional Skills

- Minimum 15 years' experience in related field on national / international major initiatives and developments.
- Minimum 5 years in a managerial capacity
- Recognized expertise in assigned field.
- Record of engagement with a wide range of stakeholders and wider commercial and public sector stakeholders.
- Expert in development and implementation of best practice standards and processes.
- Extensive experience of working internationally (preference for Middle East / KSA).
- Excellent verbal and written communication skills.
- A proven track record of instituting continuous improvement and change management, including supporting capacity building / talent development.

Knowledge

- Knowledge of international asset management best practice, preferably in multiple sectors.

Qualifications

- Bachelor of Science / Engineering in engineering discipline from an accredited university.
