Tihama Power Generation Company Limited a joint venture between Engie and Saudi Oger Group. Tihama Power Generation Company have four gas fired power and steam plants situated in different SAUDI ARAMCO premises with a combined capacity of over 1612 MW and 6325 (1000 lbs/hr) equivalent 767 MWH. Tihama have a contract with Saudi ARAMCO to own, operate and maintain these four Power Plants for 20 years.

The Maintenance Manager reports directly to the Asset Manager, and is responsible for contributing to the development of, and achievement of business goals. The job holder is responsible for the delivery of all asset planned and preventative maintenance ensuring compliance with relevant standards and legislation, leading to the achievement of agreed plant availability, reliability, flexibility and thermal performance targets to meet the needs of our customers (Trading Team), where the deliverables relate to the energy conversion process (from natural gas to electricity).

The role demands an understanding of the various onsite business activities and disciplines including Operations, Asset Management, Finance and Commercial and requires an inclusive relationship with all onsite personnel. The job holder will be proactive in responding creatively and flexibly to all business issues. He will investigate, measure, record, and report on health and safety, environmental production, and financial performance.

He has overall authority to alter production levels or completely cease production on health and safety, environmental, and / or technical grounds without immediate recourse to others. The job holder will formulate and implement policies, strategies, procedures and standards across all functional areas where the Maintenance team has ownership, and as agreed by the Asset Manager.

JOB PURPOSE:
To develop and implement effective maintenance strategies that delivers the required safety, reliability, availability, flexibility and thermal performance of the Power Station and to manage the maintenance activities to ensure legislative compliance, asset integrity and production reliability.

PRINCIPAL ACCOUNTABILITIES:
• Manage the routine and non-routine maintenance of the site with regard to Health, Safety and Environmental Performance, Production Performance and Asset Security in order to deliver agreed power & steam generation production plans in line with customer requirements.
• To establish & develop maintenance strategies, policies and procedures to preserve the value of the asset in the short, medium and long term in order to support the delivery of the required levels of reliability, availability, flexibility and thermal performance whilst complying with statutory, regulatory and company policies, guidelines and standards and industry best practice.
• To Manage and Lead the maintenance team in fostering a great Health, Safety & Environment culture around a continuous improvement ethos.
• Support the management of effective procurement of parts and services through developing technical specification, assessing tender returns and securing budget approved for expenditure to support the delivery of the maintenance strategy.
• Contribute to the development, implementation and delivery of the site business plan, site maintenance budget and life cycle analysis, risk management plan, Business Management System (BMS), and other relevant senior management activities to ensure delivery of strategic and business goals.
• Oversee and drive the personal development of the maintenance team to deliver succession to the business.
• Foster great relationships with GE (under the CSA), the head office Engineering & Business Support Teams and other contractors to deliver all outages to time, quality and budget.
• To establish and maintain effective communication networks within own and wider team, ensuring business objectives and activities are clear, understood and that best practice is shared.
• Support/contribute to the delivery of planned and unplanned outages within the North/South regions. Including demonstrating flexibility from both himself and his team while responding to forced and or short notice unplanned outages.

HSE RESPONSIBILITIES
• Establishes processes to ensure that personnel mobilised to the asset are competent for the duties to be fulfilled and the tasks to be undertaken.
• Ensures that any changes or deviation to design have been subject to the Engineering Change process.
• Promotes a strong and positive HS&E culture and is always striving for continuous improvement.
• Do it safely or not at all & takes the time to do it right.
• Encourages and participates in HS&E initiatives/improvement measures both on and off site.
• Participates in the investigation of HS&E incidents.
• Conduct regular safety and environmental awareness meetings with the maintenance team.
• Promotes continuous improvement in site Health, Safety & Environment performance.
• Supports the health & welfare of the site team.
• Ensure that the Company Health and safety Management System is adhered to by all staff, contractors and visitors.

Requirements

• Engineering Degree with engineering experience in a Power station environment or a similar industry including experience of GT technology and operation and conventional fossil fuelled plant experience is essential.
• In-depth knowledge and proven track record in the management of Health, Safety & the Environment underpinned by IOSH or NEBOSH is essential.
• Professional Accreditation is desirable.
• Understanding and awareness of the current ECA/CSA agreements and a strong understanding of commercial issues is essential.
• Proven track record in managing projects is essential.
• Ability to influence groups and individuals within the organisation, in order to gain their commitment to deliver business objectives and the ability to positively influence and create behaviour and attitude changes is essential.
• Strong organisational, communication and interpersonal skills to be able to work effectively with both internal and external personnel (Government Agencies e.gg) external organisations (Saudi Aramco), the media and the public) to ensure that all business objectives are met in a timely and cost effective manner is essential.
• Ability to drive through RCA and rectification of technical issues is essential.
• Experience of successfully leading and managing a large and diverse team of staff within a 24/7 environment is essential.
