Job description / Role

Employment: Full Time

To lead and manage the overall materials, equipment, and spare parts cycle during and after their arrival at the Project Site, including Cataloguing, standardizing equipment, logistics and post-PO placement activities, inventory stocking, and supplier relationship management services.

Cataloguing & Standardization
§ Lead materials cataloguing activities for all capital projects to completion in a timely manner.
§ Collaborate with contractors and equipment manufacturers to obtain technical information on significant equipment and spare parts.
§ Ensure standardization is in place for selected materials and equipment.
§ Manage the creation of SAP material master’s to facilitate user identification, inventory control, purchasing, and facility management.
§ Determine the materials and services suitable for inclusion in the SAP catalogues to facilitate easy identification by users.
§ Monitor catalogued materials to ensure consistency with applicable standards.
§ Review and revise purchasing practices to ensure compliance with best industry practices, established laws, and procurement procedures.

Logistics
§ Manage the performance and compliance of the logistics service provider through future materials service centres.
§ Manage the logistics activities by expediting materials delivery to relevant stakeholders and facilitating security access for logistics providers.
§ Provide technical content support for procurement instruments such as corporate purchase agreements, supplier-managed inventory agreements, and stocker distributor agreements.
§ Analyse the market and delivery conditions to determine present and future material availability.
§ Expedite vendors, sub-vendors, and contractors to meet project and operations requirements.
§ Define the overdue material, inform the company entities of material status plans, and schedule procurement timelines and milestones using appropriate tools.
§ Ensure compliance with customs duty exemption and materials management requirements.
§ Establish the initial stocking levels for spare parts based on the corporate stocking procedures.
§ Ensure stocking and monitoring of spare parts levels.
§ Provide special technical support in scheduled Test & Inspections (T&Is) and during emergencies.

Inventory
§ Provide inventory management services, including but not limited to receiving, shipping, article checking, identification, segregating, storing, protecting, controlling, inventory asset protection, staging, and issuing materials to support company operations.
§ Handle and safeguard explosive materials and ensure materials protection and preservation.
§ Ensure all business transactions are conducted ethically and professionally, following all laws, regulations, codes, and standards.
Maintain and update the service masters for materials in SAP.
§ Resolve technical inquiries supporting all companywide users.
Investigate material failure Incidents and substandard case.
Strategy Formulation, Implementation, and Planning
§ Develop and direct the implementation of the department strategy, ensuring alignment with the divisional strategy, K&A's vision, mission, and corporate objectives.
§ Ensure that department strategy and related strategic plans are developed and implemented in accordance with the organization's vision and mission.
§ Ensure the provision of subject matter expertise for the assigned domain and counsel Client's leadership on all related areas to facilitate the achievement of K&A and divisional strategies.

Leadership
§ Manage the effective achievement of departmental objectives through effective leadership, setting individual objectives, managing performance, and developing and motivating the team to maximize performance.
§ Lead the talent development initiatives for the assigned department, collaborating with discipline experts and ensuring talent availability to fit business requirements.

§ Budgeting and Financial Performance: Oversee the consolidation, recommend the department budget, and monitor financial performance versus the budget so that the business is aware of anticipated costs/revenues, areas of unsatisfactory performance are identified, and potential areas of cost reduction or performance improvement opportunities are capitalized upon
§ Policies, Systems, Processes & Procedures: Develop and lead the implementation of corporate governance and risk management department policies, systems, processes, procedures, and controls covering all areas of assigned function so that all relevant procedural/legislative requirements are fulfilled while delivering a quality, cost-effective service consistently.
§ Change Management: Lead the management of change through continuous improvement of department systems, processes, and practices, considering global standards and changes in the business environment, which demand proactive action plans.
§ Reporting: Ensure that all department reports are prepared timely and accurately and meet Clients requirements, policies, and quality standards.
§ Related Assignments: Perform any other related duties or assignments as directed.
§ Communications Working Relationships:
§ Internal: Executive Administrative Support Director, Reporting staff, Purchasing Department, General Services, Projects, and Development
§ External: Vendors, Suppliers, and Other companies as and when required
§ Context, Work environment & Decision Making Authority:
§ Key decisions significantly impacting the Material Management department are referred to the Administrative Support Executive Director for approval before implementation.
§ The job holder exercises financial authority as per the level established by the company board and stipulated in the authority matrix.

Requirements:

§ Bachelor’s degree in Supply Chain Management or any related field from a reputable university (Master’s degree preferred).
Experience:
§ 12 years of experience in a similar role

Skills:
§ Excellent knowledge in procurement and purchasing with strong and demonstrated experience in drafting policies, procedures, and contractual agreements.
§ Advanced customer service orientation.
§ Strong conflict management, facilitation, and resolution skills.
§ Excellent use of the English (must) and Arabic language (preferred).
§ Excellent relationship-building skills.
§ Extensive skill handling personnel from a multicultural work environment.
§ Excellent verbal and written communication and presentation skills.
§ Ability to scan the external environment and understand the business's impact.
§ Excellent decision-making and problem-solving skills.
