Principal Objective:

• Supports the CEO for the Royal Commission at Jazan City for Primary and Downstream Industries (JCPDI) in establishing and implementing department policies, goals, objectives, and procedures as approved by the CEO.
• Ensure new operations plans, policies, procedures, and transition/migration plans for the department are consistent with the overall goals and objectives of the RC, respective business unit division. D
• Develop departmental business plans that are in line with the Division/Business Unit/RC objectives as directed by the CEO.
• Senior Management role that technically, financially, operationally manage the JCPDI project. This role will serve as a senior role which will report to the CEO, JCPDI. The footprint of the JCPDI has recently tripled leading to a significant acceleration of the growth rate over the next few years as well.
• Manage the day-to-day activities on the Project Management Office (PMO) to ensure projects meet organization goals and requirements. Implement and provides guidance related to PMO process and policies, and works with other Department leaders to define, prioritize, and develop project and programs. Generate reports to the CEO. Ensure that project/department milestones/goats are met and adhering to approved budgets. Coordinate with Vision Realization Office (VRO) and other government entities/Programs.
• Coordinates with all stakeholders and the Royal Commission Division and Departments during the project initiation stage to supervise and manage JCPDI projects. Supervises all pre-award phases from initiation to Notice of Award of Royal Commission design, studies. and construction of JCPDI projects to ensure the award of projects on schedule as per the RC standards and regulations.
• Supervises the work of stakeholders and contractors assigned to the design, procurement and construction of engineered projects. Develops methods for guidance, control and corrective action to ensure a safe, operable and economic design within the framework of the JCPDI project budget, material requirements, specifications and schedule. Ensures coordination and proper interfacing of assigned projects with related projects directed by the RC Management.
• Coordinates with the Urban Planning, Engineering, Construction, EPCD (Environmental), Operations & Maintenance, IT. Finance & Budgeting and Supply Management Departments for communications of information and resolution of technical problems.

Major Activities Performed:

• Monitor costs and resources in the day to day activities.
• Assist the CEO in establishing and implementing the business plan, priorities and working objectives of the department and section in alignment with Executive Management's vision as stated with the approved Annual Work Plan.
• Coordinate with other departments and Divisions in the implementation of the current and future Master Plan deliverables and initiatives.
• Represents company and Royal Commission infrequent contacts with consultants. Stakeholders, contractors and vendors of materials and services. Coordinates & directs activities of all personnel dedicated to assigned to the JCPDI project.
• Coordinates with all stakeholders during project initiation stage for preparation of preliminary scope of work, cost estimates, schedule and getting the JCPDJ projects approval from RC management. Implementation planning and forecasting of annual construction work plans. budgets expenditures and schedules
• Coordinates with concerned departments and dedicated personnel in providing technical information regarding progress, schedule and cost performance. Reports on major problem situations which could result in cost overruns or delays in schedules.
• Advises concerned departments of any changes (design or construction) requested by the Royal Commission and coordinate in the implementation of those changes.
• Project and Program Reporting, including the monthly progress report.

Organizational Relationship:

Works under general supervision and receives administrative direction from the CEO. JCPDI in terms of specific objectives & goals with work being reviewed for adherence to the scope of work. Frequent contacts with all levels of the Royal Commission Divisions and Departments.

Requirements

• The right candidate should hold a Bachelor Degree in Engineering, preferably a Master's Degree in Engineering or PhD in Construction Management or related area from an accredited College or University. Membership of Saudi Council of Engineers preferable PE Licensed Engineer.
• Relevant Certification Preferred (Project Management Professional-PMP, Total Quality Management).
• The candidate shall have a minimum of 15 years' experience in the field of Project Management of which (5) years must have been spent in supervisory assignment including construction management, budgeting, planning, procurement, contracting scheduling for infrastructure projects.
• Experienced with the management of the project office of various project executions and contracting formats including change management.
• Professional experience in Construction Process Management for multiple simultaneous projects.
• Large-scale Infrastructure construction experience including major Civil works (site development, roads, and u/g works).
• Large scale residential/commercial construction development.
• Interpersonal skills, strong English Language and computer skills and a very professional overall demeanor and approach.
• Excellent ability to foster relationships between CM team, Owner, Contractor, stakeholders, etc.
• Experience with government or municipality projects, coordinating & dealing with public agencies, etc.
