Principal Objective:

Provides the needed advice and guidance to Environmental Permit and Environmental and Marine Monitoring Sections as required, through field visits, on-site inspections, sample collection and testing.

Organizational Relationship:

Reports to Environmental Marine Monitoring Section Manager supports the department in daily operations as a Regulatory Agency for the City of Jazan, interfaces with RC Management, industries, and EPCD team members. Receives administrative and technical direction in terms of broad project objectives from Environmental Protection and Control Department Director and Environmental Monitoring Section Manager.

Duties & Responsibilities:

• Provides all necessary advice and guidance to Environmental Permit and Environmental and Marine Monitoring Section to meet the RC goals and objects and keep the EPCD current concerning international regulatory standards.
• Monitors and takes measurements for corrective action when appropriate for the following issues:

* Production and disposal operations of industrial waste in the city.
* The transportation of materials to and from the industrial port.
* Sampling and analysis of irrigation and drinking water.
* Wild and marine life preservation.

• Administers environmental control laboratories and undertakes studies to determine the impact of industrial operations on the environment.
• Evaluates the impact of pollution on water, soil and marine and terrestrial ecology and other environmentally sensitive areas.
• Develops scopes of work for environmental studies.
• Manages subcontractors performing environmental studies and reviews/comments on work products.
• Provides analytical support to determine fines and penalty values on the basis of industry violations and non-adherence.
• Performs periodic inspections on the facilities and areas to ensure environmental and water compliance
• Evaluates the self-monitoring reports and other technical reports submitted by industries and coordinates with other sections regarding violations.
• Review industry environmental compliance with Government Departments requirements and determine if any extent of deviation from the RC regulations and standards.
• Participates in the periodic revision of RC Environmental regulations and standards and implement the same in line with Kingdom’s laws, international regulations and standards and best practices.
• Sets and monitors the Royal Commission’s (RC) environmental regulations and standards in line with the government’s environmental standards and best practices.

Requirements

• Bachelor’s degree in a relevant field (Chemistry, Biology, Environmental Related Science) with ten years of experience in related field.
• Knowledge of Quality, Health, Safety and Environment (QHSE) regulations and procedures.
• Knowledge of safety and environment regulations followed in the Kingdom of Saudi Arabia is plus
• Conversant with pollution measurement and control equipment.
• Experience in setting disaster recovery plans in cases of emergency and the execution of those plans.
• Familiar with health, safety, and environment (HSE).
• Essential technical skills in the following:
* Time management, communication, and interpersonal skills.
* Relevant computer proficiency, experience in using Microsoft Office tools and / or any related software.
