Job description / Role

Employment: Full Time

The Mineral and Cargo Safety Superior is responsible (but not limited to) for the management of all safety and environment related activities for Mineral and Cargo Safety including (but not limited to) the definition and management of standards, implementation of reporting mechanism, compliance management to relevant safety, quality and environmental safety standards.

Key Responsibilities
• Professional Head of Occupational Health & Safety for the contract - developing safety and security objectives to feed into the business planning process;
• Provide the focus and take the lead in developing and managing the implementation of a proactive environmental plan that addresses the challenges of the carbon footprint economy and improves the ecological efficiency of the company;
• Establish and maintain a safety management system so that processes is in place to enable the safe operation of tram services and all related activities;
• Provision of expertise, advice and support on Health & Safety, environmental matters;
• Interpretation of legislation and industry standards and the development of appropriate control systems;
• Working closely with all emergency services, and other industry partners, develop and implement Security, Fire Safety, Trespass and Vandalism, and Emergency plans and to ensure the safety and protection of customers and staff as well as contingencies for incidents and accidents;
• Establish and maintain policies and procedures for risk assessment, loss control, claims management, and safety assurance and audit to ensure the business has adequate processes for compliance and management of all safety related matters;
• Work with all teams to ensure responsibility for activities and associated safety standards and processes is embedded and carried out;
• Ensure the installation, inspection and upkeep of fire detection and suppression equipment and systems in line with relevant legislation and standards;
• Ensure compliance with health, safety, welfare and fire legislation and keep abreast of relevant standards and industry best practice.
• Coordinate systems to ensure effective consultation and communication on health and safety policies, processes and improvement programs;
• In liaison with the Training Department, develop and maintain training and assessment regimes for health, safety and fire related issues;
• Implement systems to ensure the timely reporting and effective investigation of accidents and incidents, ensuring that lessons learnt are captured and used in the
• continuous improvement process;
• Ensure that the safety & assurance team is adequately trained in their particular function and provide training as necessary;
• Carry out regular workplace health, safety, welfare, and fire safety audits and inspections, producing reports and recommendations for improvement;
• Develop, and monitor compliance with, standards and procedures for ensuring the fitness of employees to work safely, including drugs, alcohol and fatigue;
• Maintain KPI’s on safety performance and produce management reports in order to analyses trends and recommend improvements;
• Provide suitable and current information concerning health and safety policies and practices;
• Prepare and carry out regular training programs for staff on fire and evacuation and general health and safety;
• Carry out proper and timely assessment of risks to health and safety, and implementation of measures and arrangements identified as necessary from the assessments;
• Review and update emergency procedures, evacuation plans, safety signs and incident reporting;
• Ensure each workplace satisfies the local and international standards for health, safety and welfare requirements;
• Review and monitor prevention and precautions against, or adequate control of, exposure to hazardous substances, and danger from flammable, explosive, electrical, noise, radiation and manual handling risks;
• Maintain the Safety Case for the operation on the SAR System to ensure ongoing safety certification, liaising closely with the Independent Safety Assessor, construction contractor and other interfacing organisations;
• Perform and carry out other duties as instructed / directed by the Managing Director.
• Technical, Financial and People Accountabilities
• Meeting the Key Performance Indicators according to the targets agreed with the General Manager.
• Manage the safety & assurance team, ensuring the team is performing to a satisfactory standard and within the allocated budget.

HSQE Responsibilities and Information Security Responsibilities
• To be aware of, and play an active role in the development of the Integrated Management System and the content of the Environment, Quality, Health & Safety and Information Security Policy Statements, to implement these within their area of responsibility;
• Understanding of personal responsibilities and contribution to achieving compliance with the Integrated Management System requirements, (including but not limited to competence to perform safety critical roles, legal requirements, control measures arisen from environmental impacts and aspects, job safety analysis and information security risk assessment) and the potential consequences of departure from the arrangements in place to deliver the commitments stated in the policies statements above;
• To exercise a personal duty of care for their own health, safety and welfare and for those affected by their acts or omissions;
• To use safety equipment (including PPE) as required and intended and observe that this is also enforced within their departments and among subcontractors and third parties working in Serco’s controlled premises/systems
• Promote a good HSQE and Information Security culture within their departments and among their peers, subcontractors and third parties;
• Lead by example and actively encourage their departments to look at ways to conserve energy, water and resources and minimise the generation of waste through personal performance and raise recommendations on how to improve existing processes on this regard within/outside their departments through their Line Manager, Departmental Safety Meetings and any other appropriate available channels;
• Protect information assets and data including both electronic and paper based from all threats whether internal, external, deliberate or accidental;
• Promote a good HSQE and Information Security culture among their peers, subcontractors and third parties;
• Conduct regular reviews on the HSQE and Information Security Performance within their departments and seek ways to continually improve.

Requirements

Essential qualifications
• Ideally a degree holder in relevant discipline
• Hold a recognised qualification in safety and/or fire management.

Essential technical and professional skills and knowledge
• Must be a skilled manager in communicating, motivating and developing staff
• Must be politically incisive in communicating effectively with KSA Ministries, government agencies, board members, media/press, contractors and staff
• Highly motivated and flexibility to work in a time-sensitive environment to respond quickly and effectively to unanticipated high workloads, events and emergencies
• Excellent analytical reasoning ability and capable of making decisions on complex matters
• Ability to multi-task and analyse situations promptly and without bias so as to determine the proper course of action or alternatives without jeopardizing human safety, quality and the committed performance targets
• Thorough understanding of all aspects of safety issues related to railway operations.
• Thorough understanding of local fire, and health and safety regulations

Essential experiences
• Minimum 15 years of general experience
• Minimum 10 years work experience within safety and assurance as an Assurance Manager, Auditor or Specialist;
• 5 years of specific HSSE management experience within the rail industry
• Experience in leading the health and safety efforts of an organisation, and providing expert information, advice and training, liaising with external agencies to ensure awareness of matters which might impact its occupational health and safety program;
• Excellent understanding of recognised standards for Occupational Health and Safety (OHSAS 18001), Quality (ISO 9001 and ISO 14001) and Fire (NFPA 130).
