Faithful+Gould are looking for Mining Expert in Al Ula, KSA with 20 years of relevant mining experience in delivering tunnelling/mining projects of similar nature. Expert must have deep technical and financial knowledge

"N.B: We are currently pending award on several significant projects. Should we be awarded, this position is key role. Consequently we are keen to speak to individuals in the market place with the experience listed below for such potential future programmes of work".

Role

- The Mining Expert will help shape the project delivery approach for this unique, predominately underground, high-profile hospitality project during the remainder of the design and procurement phases and through the construction phase.
- The Mining Expert will be required to provide the senior management with expert opinion and analysis for all project delivery matters related to rock excavation, tunneling and stabilization and be fully responsible for the successful delivery of this specialist aspect of the scope of work for the duration of the Services. The expert will be required to act as the single focal point of contact between the Project / Construction Director / Main and Specialist Contractor(s) and the internal and external delivery team members to ensure that the desired project objectives are delivered.
- The Mining Expert's experience, guidance and knowledge should place them as a Project Management subject matter expert in providing significant benefit to the project delivery team and Client.
- The Mining Expert will be responsible for at least the following areas and duties.

Planning/Scheduling

- Implement a high-level effective project management framework and project execution statement as it relates to rock excavation works.
- Provide guidance and advice to other staff members in relation to the production of the project execution plan (rock excavation), review content and take ultimate responsibility for subject matter content prior to its issue by the PM team.
- Define and implement criteria for control and management of the project (rock excavation).
- Monitor, review and ultimately take responsibility for the content of the rock excavation design/permit/construction programme and its successful integration with the project master programme.
- Ensure the structure of the master programme is in line with the envisaged or agreed project WBS and provide strategic guidance to the schedule formulation.
- Monitor and oversee progress status updates of the rock excavation programme and where necessary, liaise with the project stakeholders to lead delay mitigation strategies and improvement initiatives.
- Monitor and ensure the contract programme (rock excavation) under the construction contracts is in place, fully reviewed and approved by the necessary project stakeholders and that all revisions and or progress updates are thoroughly reviewed and accepted.
- Take an pro-active role in the control of 'time' and 'quality' on the project, ensuring a protocol and full review of early warnings is in place, and generally ensure a project structure, and personal ownership of coordination and change, is implemented

Technical Management

- The Mining Specialist will be responsible of the project management of all technical aspects related to the design and construction of all rock excavations - including tunnels, shafts and chambers.
- Review and comment on preliminary investigations and survey works, assessment of the data, structural design (as it relates to the ability of the rock to accommodate the constructed elements of the project), natural drainage through the rock, risk and mitigation assessment, Health & Safety assessments as well as temporary works and construction methodologies.
- Advise and support the Consultant and Contractor(s) responsible for carrying out the rock excavation design and construction.
- Review the design reports/documentation/specifications and assumptions issued by the Consultant and propose areas of further investigation to achieve or improve upon the project objectives and KPIs around time/cost/quality/H&S/constructability and sustainability.
- Review the assumptions, data and calculations used in the design for compliance with appropriate national and international standards or as agreed with the Authorities Having Jurisdiction.
- Review and advise in the preparation of Bill of Quantities for tunnel works.
- Review existing practices of local contractors and conventional methodology of rock excavation; make recommendations that will increase efficiency, safety, and productivity through good practices and troubleshooting methods.
- Advise on the development and implementation of standard QA/QC systems for the project and provide guidelines to the field implementation teams to review and implement contractors' QA/QC plans.
- Review design changes as deemed necessary.
- Develop and submit progress reports as required by the PMP and Client.
- Review Contractor's rock excavation maintenance manuals.

Risk Management

- Ensure that a formal risk management process (rock excavation) is in place on the project, utilising agreed BMS risk register and management processes.
- Hold, chair, and lead Risk Management meetings (rock excavation) and actively participate in formulation of mitigation and control measures. Regularly discuss risk management. Participate in 'project-level' risk management.
- Assist in the formulation of the Project Management Plan that sets out the arrangements around delivery, resource management, financial, risk, quality and change management.

Construction Phase Management

- Assist the PD to manage the relationships between all project stakeholders to facilitate effective communications and outcomes
- Assist the PD to manage the site delivery team performance of delegated responsibilities
- Establish an effective and universal strategy to address major issues that may arise with the Rock Excavation site supervision and delivery teams.
- Ensure the supervision team and site delivery team receives the necessary stakeholder decisions in a timely manner.
- Establish a mechanism to ensure collaborative problem solving of rock excavation issues, with the site delivery team, building design team and specialist engineers, which will involve regular dialogue with contractors, team working and risk-sharing
- Attend progress meetings with the Main and specialist contractor(s) and supervision team to pro-actively manage the project and mitigate any delivery issues prior to it impacting delivery.
- Monitor the delivery of Contract Administration services (rock excavation) to establish that such is protecting the Client as far as possible. Pro-actively monitor this service to ensure active claims protection and management is in place through the issue of contractual correspondence and record maintenance.

- Assist the PD to invest in sound people management principles to ensure that the team of staff, contractors and other partners works well and provides a supportive environment for the achievement of project and individual objectives

- Demonstrate clear leadership
- Manage the welfare and motivation of all company direct reports, providing leadership, guidance and encouragement
- Mentor and guide direct reporting staff to grow, improve, develop and together with Senior Management set clear career and role objectives.
- Plan for and undertake annual performance reviews in line with company processes.

Commercial Management

- Provide active oversight of the 'cost' element of the rock excavations and assist the commercial team with analysis and opinion. If the engagement also includes cost consultancy services project specific responsibilities will be included in the Project Management Plan.
- Where applicable lead and oversee the value management strategy (rock excavation).
- Assist the client with negotiations for contracts as required by the project(s)

Client Management

- As a senior team member for F+G, the Mining expert will have a key responsibility to manage and facilitate a pro-active and positive relationship with the Client.
- Identify and resolve disputes quickly and reasonably, taking the lead role in the resolution of any disputes that may arise.
- Participate in the process of Client engagement, through regular meetings, presentations and discussions during the project delivery.
- Be comfortable leading such scenarios and exhibit exemplar communication skills, representing the company well and in a professional manner in all cases.
- Develop and maintain excellent relationships with client representatives, consultants, contractors and other project stakeholders

Reporting

- Receive and review detailed reports on the project progress and risks from the design and site delivery team.
- Prepare reports on the key issues and progress of the rock excavations to be included in stand alone or combined project reports as required.
- Establish formal reporting arrangements on health & safety and project progress for the Project Director and the Client.
