Principal Objective:

• Provide operational oversight and technical support for program management office.

Organizational Relationship:

• Works under direct supervision of SAPL Program Manager and receives administrative direction from RC Directors in terms of specific objectives & goals with work being reviewed for adherence to scope of work. Frequent contacts with all levels of the Royal Commission Divisions and Departments.
• Represents company and Royal Commission in frequent contacts with consultants, stakeholders, contractors and vendors of materials and services. Coordinates & directs activities of all personnel dedicated to assigned to the JCBDI project.

Duties & Responsibilities:

• Provide support to the program manager in working with the PM support structure and in coordinating with the various Royal Commission departments.
• Ensure program management services in Jazan exceed client’s expectations. Projects delivered on time, under budget and to a high level of quality.
• Ensure that employees have adequate office space and supplies and equipment.
• Work with employees to enhance the quality of life activities.
• Ensure a safe working environment.
• Manage Jazan team including providing performance evaluations of managers in Jazan.
• Liaise with client representative as necessary to ensure client satisfaction.
• Prepare/present presentations on status of program to higher level client representatives.
• Coordinate preparation of reports. Assist with development/implementation of PMIS.
• Coordinate packages to the CEO with appropriate parties.
• Provide technical analysis and review of packages for the program manager.
• Coordinate with procurement for purchases of SAPL subcontractors/suppliers.
• Work with talent management to ensure consistency in job offers, position titles, salaries, housing assignments.
• Coordinate out of kingdom work to ensure budget and schedule compliance.
• Participate in quality control committee and safety committee.
• Assisting with dissemination/incorporation of Parsons culture with staff.
• Fill in for Program Manager during his absence.
• Assist with budget preparation and financial program management.
• Assist with updating of policies and assuring constant application of those processes.
• Manage assets under the control of, or being used by, SAPL employees.

Requirements

• Bachelor’s Degree in Engineering,
• Fifteen years minimum post-undergraduate or post-graduate professional experience
• Registration as a Professional Engineer (PE) or Chartered Engineer status with ICE.
• Effectively communicate in English, both in speaking and writing.
