Principal Objective:

Provides the needed advice and guidance to Environmental Permit Section as needed, through field visits, on-site inspections, sample collection and testing.

Major Activities Performed:

• Review industry environmental compliance with RC requirements and determine if any extent of deviation from the RC regulations and standards
• Provides all necessary advice and guidance to Environmental Permit and Environmental Monitoring Sections to meet the RC goals and objects and keep the EPCD current concerning international regulatory standards.
• Review and evaluate the environmental permit application packages and technical reports submitted by existing and new industries
• Prepares Notice of Non-compliance letters to industries and administers the preparation and determinations of fines and penalty values based on the extent of industry violations and non-adherence
• Performs periodic inspections on the facilities and areas to ensure environmental compliance
• Evaluates the self-monitoring reports and other technical reports submitted by industries and coordinates with other sections regarding violations.
• Review and evaluate Permit Application Packages and Environmental Impact Assessment studies submitted by new industrial investors and existing Industries seeking a renewal of their Environmental Permit to Operate.
• Participates in periodic revision of RC Environmental regulations and standards and implement the same in line with Kingdom’s laws, international regulations and standards and best practices.
• Evaluates the impact of pollution on air, water, soil and marine and terrestrial ecology and other environmental sensitive areas.
• Sets and monitors the Royal Commission’s (RC) environmental regulations and standards in line with the government’s environmental standards and best practices.
• Develops scopes of work for environmental studies.
• Manages subcontractors performing environmental studies and reviews/comments on work products.
• Educates the workers in the business unit on how to react in the case of disaster recovery, by conducting regular simulations for environmental hazards.

Organizational Relationship:

Reports to Environmental Permit Section Manager, supports the department in daily operations as a Regulatory Agency for the City of Yanbu, interfaces with senior RC management, industries, and EPCD team members. Receives administrative and technical direction in terms of broad project objectives from Environmental Protection and Control Department Director and Environmental Permit Section Manager.

Requirements

• Bachelor’s degree in a relevant field (Industrial Engineering, Chemical Engineering, Environmental Related Science).
• Master’s degree in a relevant field (Pollution Control, Environmental Risk Management), preferred.
• No less than 15 years of relevant experience in the field of environmental safety and control.
• Knowledge of Quality, Health, Safety and Environment (QHSE) regulations and procedures.
• Knowledge of safety and environment regulations followed in the Kingdom of Saudi Arabia.
• Conversant with pollution measurement and control equipment.
• Knowledge of pollution recovery procedures for different environmental hazards.
• Knowledge of waste disposal and prevention methods.
• Experience in setting disaster recovery plans in cases of emergency and the execution of those plans
• Familiar with health, safety, and environment (HSE).
• Key technical skills in the following:
o Time management, communication, and interpersonal skills.
o Relevant computer proficiency, experience in using Microsoft Office tools and / or any relevant software.
