Job Description
The Planning Engineer is responsible for monitoring, controlling, and reporting project performance in line with contractual requirements, approved baselines, and best project control practices.

Key Responsibilities:
• Monitor project performance against approved baselines and the contractual framework.
• Manage cross-functional coordination to ensure smooth project execution.
• Develop and manage resource planning, project schedules, and milestones.
• Identify, analyze, and report delays, risks, and their impact on project schedule and budget.
• Monitor progress against contractual milestones and assist the Project Manager / Resident Engineer on contract management matters.
• Maintain and update the Project Risk Register, proactively identifying potential risks and recommending corrective actions.
• Support the preparation and assessment of Extension of Time (EOT) claims, cost claims, variation orders, and claim reviews.
• Maintain comprehensive records of events to support contractual claims and dispute resolution.
• Attend, chair, and document progress meetings; track actions, deliverables, and outcomes.
• Review and verify updated progress schedules, identify critical delays or slippages, and propose mitigation, corrective, and recovery measures.
• Apply project control techniques to ensure timely delivery while minimizing claims and disputes.
• Assess time impacts of variations, changes, and potential events at early stages and recommend alternative courses of action.
• Manage and coordinate planning teams from sub-consultants and contractors.
• Interface effectively with all project stakeholders and deliver presentations to senior management as required.
• Review and respond to contractor notices using programme data, contract provisions, and construction standards.
• Issue delay notices and slow-performance letters for contractor-caused delays.
• Verify measures of work completed and prepare/review monthly progress reports.
• Conduct detailed assessments of complex claims, including EOT and disruption claims, using forensic delay analysis methodologies such as Time Impact Analysis and Window Analysis.
• Demonstrate cause-and-effect relationships and identify concurrent delays.
• Prepare and maintain trackers and logs for critical issues, notices, claims, and contemporary records.
• Report to the Project Manager and provide regular updates on planning, risks, and contractual issues.

Requirements:

Qualifications
• Bachelor’s degree in Civil Engineering.
• Proven expertise in Primavera P6 and other project scheduling and planning software.
• Strong analytical and problem-solving abilities with exceptional attention to detail.
• Excellent communication and interpersonal skills, with the ability to collaborate effectively with multidisciplinary teams.
• Demonstrated track record of successful project delivery within time and budget constraints.
• Solid understanding of construction methodologies, techniques, and project management principles.
• Familiarity with Saudi construction standards, codes, and regulatory requirements.
• Strong organizational and time-management skills with the ability to handle multiple projects simultaneously.
• Professional certifications in project management or planning (preferred).
• High level of adaptability and resilience when managing complex and challenging project situations.
