Job description / Role
The Procurement Lead assumes responsibility for leading sourcing activities within their remit, from initial delegation through to execution. They will apply commercial astuteness to each individual sourcing initiative, upholding rigorous professional standards in full compliance with NEOM governance. They will manage and communicate effectively with both internal and external stakeholders. Alongside communication they must prioritise building strong relationships with all stakeholders to ensure alignment of goals. Key success factors within the role include speed to market, compliance, and best value.
KEY ACCOUNTABILITIES & ACTIVITIES
• Provide support to develop procurement strategies and subsequent documentation.
• Creation and management of Self-development objectives.
• Leads and Executes Procurement activity across a diverse range of portfolios. Ensuring that all procurement activity complies with NEOM’s Policies and Process
• Compiles and Prepares Tender Documents to be issued (Expression of Interest, Pre-Qualification Questionnaires, Contracts, Tender Plans, Evaluation Reports, Commercial Returnable, Award Recommendations.
• Coordinate and manage technical clarifications and evaluations.
• Identification and realization of cost-saving and cost-reduction opportunities.
• Manage Suppliers and Clients through contract negotiations.
• Storage of all procurement documentation in line with data protection regulations.
Requirements:
BACKGROUND, SKILLS & QUALIFICATIONS
Skills:
• Able to demonstrate effective Leadership and collaborative Working.
• Clear understanding of services procurement, (including Framework Agreements, Master Service Agreements).
• Strong business acumen and commercially astute.
• Industry knowledge (in terms of broad industry dynamics and trends)
• Strong communication skills (Especially technical writing and presenting)
• Can be an ambassador of the procurement ethos to the other departments and sectors.
• A well-established knowledge of sourcing and procurement principles and best practices.
• Strong negotiation skills to use across a range of commercial deals.
• Experience with modern sourcing and procurement systems.
• Is familiar with standard contractual terms and conditions to mitigate legal risk.
• Has a strategic mindset and problem-solving skills.
• Change management skills
• Able to varying approaches with a dynamic set of stakeholders (e.g., expert model vs. facilitative model).
Experience:
• At least 5 years of strategic sourcing experience.
• Minimum: bachelor’s degree in supply chain management, business, economics, finance, operations, engineering or a related technical or commercial area
• Master's degree and/or CIPS preferred
