Employment: Full Time

Role Objective

- Lead the procurement function by the development and implementation of purchasing and supply standards including drafting, reviewing and administrating the organization’s procurement orders with its customers, consultants, contractors, service providers and vendors.
- The position should also ensure minimizing the exposure of the organization to any form of commercial risks; ensure selection of the suppliers with a viewpoint to optimizing timely delivery of equipment’s, materials and supplies, vendor relationships and quality standards at the most competitive rates.

Detailed Duties and Responsibilities

- Participate in defining the departmental vision by providing necessary details with respect to the present and future levels of contractual obligations of the company.
- Develop high-level procurement strategy and drive the implementation of strategic procurement opportunities with the most significant impact to the organization
- Provide necessary input for the preparation of departmental budget with respect to the purchasing and supply function
- Develop and manage the procurement function by developing detailed policies, procedures and guidelines for procurement and guiding its implementation
- Develop long-term vendor management strategy of the organization and establish professional relationships with vendors with a long-term view and leverage them to secure the best deals for the organization
- Participate in the development of business alliances, acquisitions and divestitures, source selection procedures and process, make or buy determinations, and risk management directives
- Assist Head – Procurement in the development of the department’s strategy and budgets
- Establish and build professional relations with key suppliers (local and overseas vendors)
- Develop and manage the Procurement Planning function for goods and services demanded by the organization’s departments and ensure the creation of item specific forecasts over a rolling time horizon to be used for ordering and inventory management
- Oversee the preparation of tenders and review tender documents for completeness and quality, accuracy (bill of quantities & statement of work) and standard terms and conditions of contract
- Manage the vendor pre-qualification process, finalize the master list of vendors for a given tender and issue invitation letters to vendors and provide clarifications to vendors on terms and conditions of contract
- Facilitate the conduct of bidders conferences (post-publication / pre-award) as and when required to clarify the organization’s standard terms and conditions on any given tender
- Organize the tender opening and evaluation process
- Lead negotiations with shortlisted vendors Coordinate with user department and selected vendors to ensure delivery of services and materials as per internal schedules
- Approve payment to vendors based on material delivery approved by quantity surveyors
- Establish key performance metrics and benchmarks relating to materials planning & forecasting / procurement processes; measure actual performance against goals on regular basis and present results to senior management
- Appraise the Head Procurement in the case of any major disputes which could lead to major exposure of risk
- Manage all documentation relating to preparation, finalization, amendments, management and administration of purchase and supply
- Ensure confidentiality and integrity for the procurement and purchase functions under the position’s jurisdiction
- Guide and mentor employees in the procurement unit by providing technical guidance, reviewing employee performance and providing appropriate feedback
- Coordinate with HR to identify training needs of the department and ensure conduct of appropriate training to ensure elimination of identified skill gaps

Minimum Requirements

- Level of Education
- Graduate in business or materials management with additional
- Qualifications in law / contracts management
- 8 years experience in procurement in a public services organization
