- Project Management Activities
- Represent Worley (the Owners Engineer) for the HIDC project.
- Issuing monthly reporting to NEOM following up all the activities performed by the OE.
- Participation in the regular monthly or weekly meetings with the key stakeholders during project execution.
- Participation in a weekly follow-up meeting with NEOM management to review the OE ongoing activities, overall progress and contractual issues.
- Follow-up of the work progress and milestones along with the supporting documents submitted by the Contractors for payment validation.
- Coordinate with the Technical team to assist NEOM in disputes, difference or claims arising between NEOM and the Contractor/s as requested by NEOM.
- Coordinate with the Technical team to prepare Notice to variation to contractors, or other technical-related contractual letters on behalf of NEOM
- Coordination of the Engineering Manager for resources required to provide technical support to NEOM on-demand and to develop planned owner's engineering activities.
- Worley Contract Management
- Owner's engineer contract management and budget control including project administration activities.
- HSS management in compliance with Worley and NEOM contract requirements.
- Quality management in compliance with Worley and NEOM Assurance requirements.
- Risk Management in compliance with Worley and NEOM Assurance requirements.
- Management of Change in compliance with Worley and NEOM contract requirements.
- Resource management including work time and leave approval.
- Invoicing and payment in compliance with Worley and NEOM contract requirements.

Reporting
- Issue a design review monthly report addressing the key points on the status of the review and any critical (or potentially critical) issues to be raised to the Contractor/s.
- Coordinate with the Engineering Manager, Project Controls to prepare the Owners Engineer progress regularly to NEOM.
- Issue the monthly execution briefing report based on the Contractor and/or Designer report commenting deviations from plan, monitoring risks and reviewing the Milestone.
- Scheduling Control
-Coordinate with the Project Controls team the evaluation of the Contractor's work in progress and schedule performance.
- Review the Contractor progress reports.
- Review and comment on the Contractors' time schedule.
- Monitor of the Contractors' time schedule.
- Alert the Owner on identified risks and potential time delays.

Cost Control
- Coordinate with the Project Controls team for monitor progress and review the quantities of the Contractor/s scope.
- Review and comment on the Contractors' payment applications as per NEOM request.
- Monitor of the Contractors' reimbursable and fixed scope budget.
- Alert the Owner on identified risks and potential budget deviations.
- Workshops, site visits and other face to face meetings
- Project Progress meetings.
- Participate in a number of workshops and face to face meetings including technical review meetings.
- Management of NEOM's project interface
- Work with the Project Interface Manager (PIM) to assist NEOM managing the Interfaces with the external and internal NEOM stakeholders.
- Assure effective participation of the PIM in the meetings between parties, coordinate works between Contractors, as well as help NEOM with conflicts resolution.
- Coordinate with the PIM to update the Interface Management plan and the Master Interface Register, and Interface Main Plot Plan, as well as the major Interface Point schedule.
- Assure utilization of NEOM Interface Managing tool (CoreWorx) by the PIM to control the interface points between the different stakeholders.
- Coordinate with the PIM and the Technical team to:
- Assure all contractors follow the same design basis for their 3D Models and lead the clash detection meeting and reports, as needed.
- Support NEOM regional Master Plan Interface by providing input related to battery limits, boundary conditions and any other external interconnection.
- Review of the documentation related to the approval of permits and licenses.
- Management of Worley sub-consultant
- Coordinate with the technical team to manage the HCIS Security and Safety Consultant scope and deliverables.
- Review, process the subcontractors invoices.
- Information Management
- Assure the document management activities through Aconex for correspondent and the IPMS for the design review document.
- Issue of Comment Review Sheets and assure compliant with the documentation review cycles (within the OE, NEOM, and with the Contractor/s)
- Assure recording and Traceability of Owner's Engineer's comments to contractors' documentation and the corresponding contractor responses, including NEOM's correspondences .
- Design and Engineering Review (this work is almost completed)
- Coordinate with the Engineering Manager the design review of the contractor submittals to ensure that the Project is technically designed and engineered in compliance with the applicable project specifications, applicable standards and regulations.
- Procurement Management, Inspection and Quality Assurance
- Coordinate with the Project Controls team for monitoring and assessment of the EPC Contractor/s performs all procurement activities in a timely manner in accordance with the Procurement plan and the Project schedule.
- Participation in key supplies workshop or site inspections.
- Coordinate with the Technical team the review of proposals and technical bid tabulations of the EPC contractor / Subcontractor for the main procurement items.
- Construction and Commissioning Phase Services
- Coordination between the Engineer and the Construction Management teams to follow up on the status of progress design review and open issues
- Coordinate with the technical team to:
- Review construction Method Statements for critical equipment associated construction activities.
- Review the critical Commissioning Procedures and commissioning tests reports (remote support).
- As-built Engineering Review.
- Engineering Degree required. MBA and/or Master of Science preferred.
- Experience in Energy/Chemical projects development, engineering and construction as well as engineering and/or project management experience.
- Proven experience in the management of multidisciplinary teams is required.
- Technical / hands-on profile with good communication, management and negotiation skills are key requirements for this role.
