Position Overview

The Quality Manager (QM) is a key position within the Saudi Arabian Parsons Limited (SAPL) project team. The QM interfaces directly with program staff and with the client. The Quality Manager is responsible for developing, maintaining, implementing and improving Quality Assurance (QA) and Quality Control (QC) procedures and for ensuring that they are consistent with the Parsons’ ISO 9001 Quality Management System (QMS).

In addition to direct responsibility for QA & QC plans and procedures, the QM ensures that the SAPL program operations comply with corporate quality audit requirements. The QM identifies the need for quality related corrective action and facilitates resolution when appropriate.

Responsibilities

• Provides oversight and direction regarding all aspects of QA and QC as related to SAPL Program Management activities in the industrial cities of Yanbu and Jazan, Saudi Arabia.
• The ability to function at all levels within a multi-cultural environment is an absolute requirement. The successful candidate will demonstrate a proven ability to achieve consensus at multiple levels within the organization.
• Provides the exceptional leadership and direction that is required to consistently meet contract obligations, client expectations and Parsons’ corporate policy mandates.
• Develops and optimizes program quality systems using PACE and the ISO 9001 Standard as the basis. Systems include process development and optimization, procedure development, data collection, reporting, and quality systems training.
• Ensures the consistent administration of quality & process improvement efforts within the entire organization.
• Interfaces with program staff, contractors, vendors and suppliers regarding quality or performance issues.
• Facilitates the implementation of corrective action and monitors the progress of actions required to achieve conformance.
• Collaborates with functional managers in facilitating leadership programs, achieving quality objectives and in establishing future quality objectives.
• Performs other responsibilities associated with this position as may be appropriate.

Requirements

• The successful candidate will have a 4-year degree in engineering or quality management and a minimum of 15 of years of experience working in a quality management position.
• Experience working in an engineering, construction and project management environment is required.
• Lead Auditor Certification (ISO 9001 or equal) or ASQ Certification (CMQ/CQE) is also required. Experience working in a large or mega-project environment is desired.

Skills and Competencies

• Requires management ability and extensive knowledge of Quality Management practices, processes and current technology.
• Requires thorough experience in directing and implementing quality management systems and standards specified by ISO 9000, ASME, ANSI, ASTM and similar organizations.
• Requires the ability to communicate clearly, conduct presentations to management and interface effectively with a diverse group of professionals.
• Strong interpersonal skills to work with other departments effectively.
• Leadership and management skills, excellent written and verbal communication in English, strong analytical, problem-solving, and risk assessment skills. Ability to make public presentations.
• Computer proficiency with advanced knowledge of Microsoft Office Products, including Word, Excel, PowerPoint, Access and Visio. Project planning skills are essential.
• Strong working knowledge of ISO Quality Management Systems Standards.
