Job description / Role

Employment: Full Time

• Onsite representative for all stages of construction for their applicable section of work. This is primarily to verify or assist in verifying compliance with the requirements of multi-disciplinary construction sites in order to: (1) Assure programme delivery (2) Meet requirements for safety, quality and value for money (3) Report on progress, on site delays, opportunities and potential threats to the success of the Riyadh Metro Project (4) Meet the relevant specifications and agreed targets (5) Ensure methodologies, specified method statements and ITPs are followed for permanent/non-permanent work elements (6) Management of Site Inspectors and allocate the work load aligned with the schedule (7) Monitoring of the construction programme and key deliverables
• Responsible for the safe and successful delivery of the site works under his management, from site commencement to handover and completion.
• Support the Construction Manager in delivering specific outputs and responsibilities
• Planning and managing works of all disciplines to ensure compliance with the relevant standards, safety cases etc
• Direct the site inspectors with respect to Health and Safety performance, Hazard & Risk identification and reporting
- Review and monitor site inspectors performance to ensure works are being conducted to the approved methodology, specific method statements, risk assessments and ITP’s (Inspection and Test Plans)
- Reviews of construction/engineering methods, procedures, policies and ITP’s to ensure the Contractor is in compliance
- Responsible for producing the daily summary and verification reports (inc. recording of site delays or site issues). Liaison with site planners to review progress and report to Construction Manager accordingly
- Management of subcontractors/suppliers to deliver the works safely and within programme/budget targets
- Responsible for the review of all documentation and the quality of the prepared engineering plans, specification and shop drawings
- Responding to issues involving permanent or temporary construction works. Evaluating the issues, liaising, advising and implementing agreed remedial works to minimise adverse consequences to the ongoing works
- Identifies and evaluates the training needs of all staff working directly for him
- Identifying site issues/defected work or non-compliance/approved materials and raising non-conformance report (NCR) after consulting the Construction Manager and the QA Engineer assigned to the work place. Also following up on the NCR at site once the Close Out actions have been agreed
- Plans and delegates work to the site Inspector or any other staff working directly for them. Delegation does not relieve the Resident engineer of accountability
- Reviews and assesses possible contract changes with the commercial manger assigned to the site works and reports accordingly to the Construction Manager
- Conducts weekly progress meetings or more frequently if required with contractor and staff and reports back to the Construction Manager
- Assisting in the construction verification process to monitor works, programme and costs. Produce a compilation of the Daily Site Diaries for submission to the Construction Manager
- Maintain daily contact with site staff and site inspectors to ensure activities are co-ordinated and requirements met. Attend the regular formal performance meetings with all parties to ensure all issues are being reported, addressed and formulate a report to Construction Manager as required
- Monitors the implementation of the Contractor's Quality control program and inspect the work executed upon the inspection requests (IRs) issued by Contractor
- Liaison with the site management to ensure effective co-ordination of the works with regards inspections and investigations
- Monitor all site staff to ensure they are experienced, technically competent and trained to the applicable Health and Safety legislation and that the Site Inspectors are provided with technical support as required to resolve any construction related issues
- Interface with the design team on the resolution of technical problems and ensure that all drawings are approved and issued for construction with the latest revision
- Communicate with the relevant QA Engineer(s) in all quality related issues
- As directed, assist or represent the Construction Manager with local authorities or other organisations/outside parties (i.e. MOT and utility companies) to resolve technical, environmental and safety issues. In addition act responsibly with regards to issues involving the public and immediate neighbours to the work
- Monitor all necessary licences and permits are in place

Requirements

- Awareness and specialist knowledge to ensure safety in the Construction and railway environment.
- Detailed knowledge of specialist field of installation and design process with contractual requirements
- Must be able to work with the minimum of supervision in undertaking large projects and have the appropriate technical ability to act in this manner
- Well developed leadership, communication, negotiating and inter-personal skills, with the drive and commitment to achieve project objectives
- Ability to effectively plan and prioritise work, delegating where necessary
- Leads by example – role models the Ramped behaviours at all times
- A high level of numeric and analytical ability, extensive experience of the financial control of projects and knowledge of critical path programme analysis applicable to large projects.
- Experience in delivering multiple multi-disciplinary Projects in a Construction and railway environment to time and to budget
- 5 years or more site management/supervision experience, with successful track record in managing multi-disciplined sites relevant to the role undertaken
