Position Title: Senior HSE Administrator Engineer

Reporting To: HSE Director / Project HSE Manager

Role: The Senior HSE Administrator Engineer will be responsible for onsite HSE management progress/coordination for a package or individual project

Responsibilities:

- Conducting quarterly HSE audits and presenting the results to the project team.
- Ensure project OH&S weekly & monthly reports are reviewed and forwarded to the project in the approved format and time. This will include KPIs, statistical information for analysis, and proactive trending.
- Observing, logging, and ensuring identified unsafe acts/conditions are closed out in the allocated timescale.
- Prepare an OH&S proactive monitoring program, including but not limited to inspections, audits, meetings, and presentations AS REQUIRED.
- Completing and submitting a Monthly HSE project performance report.
- Evaluate, monitor, and manage the OH&S performance of their projects concerned entities.
- Prepare and disseminate OH&S alerts by using the project template in conjunction with and approval of the project OH&S representative.
- Review project incidents to ensure they have been properly investigated and appropriate and timely action has been initiated to prevent occurrence.
- Ensure all project-related OH&S Plans and documents are up to date through a report to track compliance.
- Review for compliance project's CSCs OH&S related documents and procedures such as OH&S plans, OH&S enforcement notes and close out, Inspections, OH&S Management walk, and audit close out.
- Monitoring to ensure the Main Contractor maintains an up-to-date project HSE risk register highlighting critical risks.
- Monitoring HSE issues identified during workplace inspections, audits, and because of incidents to ensure the implementation of all corrective actions identified to prevent a recurrence.
- Ensuring a weekly project HSE inspection is conducted and recorded.
- Assist the EHS Manager in the implementation, development, and monitoring of EHS policies and procedures to achieve objectives, and targets, and maintain compliance with all legal requirements.
- Conduct regular checks and inspections and prepare related reports.
- Monitor compliance on site in general, such as personal protective equipment (PPE), key safety behaviors (KSBs), and safe work practices (SWPs).
- Ensure that all works, including non-routine, critical, and 3rd party tasks, are done under the appropriate and compliant permit to work.
- Actively participate in developing, maintaining, reviewing, and continually improving EHS systems and procedures, such as Safe Systems of Work (SSOW), Safe Work Practices (SWPs), Standard Operating Procedures (SOPs), etc. Regularly assess the effectiveness of these systems and implement necessary improvements.
- Be prepared to handle any emerging situations and take on additional actions or responsibilities assigned by the direct manager that align with and support the main purpose of the job.

Requirements:

- Minimum 5 years of Middle East project experience
- Be proactive and able to work on your initiative
- Have excellent influencing and persuasive skill
- Previous work for a Main Contractor is preferable
- Excellent command of the English language is necessary for clear communication and facilitation of EHS requirements. Additionally, computer literacy is expected to support others in understanding and meeting EHS requirements.
- Excellent communication and presenting skills are essential for effectively engaging and influencing others, both internally and externally, without direct reporting relationships
- Minimum 5 years of academic and related industry health & safety experience (engineering/architecture/construction) combined.
- Nebosh IGC certified or equivalent
- ISO 45001 - An Advantage
- Lead Auditor - An Advantage
- IOSH Managing Safe
