Employment: Full Time

We are looking for a Senior HSSE Manager/Lead to be based in Riyadh-KSA, reporting to the KSA Operations Director, the KSA HSSE Manager/Lead will have overall responsibility for technical assurance for safety (sites and offices), operations security assurance and environment (sustainability) across EDPM within KSA.

This role will oversee the direction of a health & safety department within KSA and has overall responsibility for the performance of the department and the staff.

It is expected that the HSSE Manager/Lead will be an acknowledged technical leader in their field, fostering an active safety / security / environment community that enhances our reputation for technical excellence by supporting innovation and cross-business collaboration, defining best practice, and championing new approaches.

As well as being an acknowledged technical leader at an operational level, the person will exhibit strong communication skills, meaning that they will actively engage with internal and external stakeholders at the highest levels and be recognized as a significant authority.

The HSSE Manager/Lead will have at least 20 years' experience in construction health and safety and be qualified to Nebosh Diploma level, or equivalent, having chartered membership of IOSH or similar. Candidates should possess strong technical skills in construction safety and be excellent communicators at all levels. The role requires excellent interpersonal skills, including the ability to influence senior management and deal with all stakeholders in challenging situations. Knowledge and experience of implementing and monitoring security systems is an advantage, but the successful candidate will receive training during mobilization into the role.

Monitoring, Reviewing and Reporting

- Support senior management in the implementation of the health, safety and environmental management system (HSEMS) and security requirements across the business within KSA.
- Undertake regular HSSE reviews of EDPM's operations within KSA to ensure they are fully compliant with the requirements of the HSEMS, Atkins' Minimum Requirements for Construction Safety (AMR) and the Middle East Security Standard.
- Report the findings of HSSE reviews and audits to the KSA SLT highlighting any areas of non-compliance or opportunities for improvement.
- Support the implementation of SNCL security processes and monitor security arrangements, with the assistance of the security coordinator network within KSA.
- Support senior management in the implementation of procedures to ensure the safety and security of employees travelling within KSA, particularly when travel to remote locations is required.
- Provide support to senior management in the event of any security incidents that may occur within KSA ensuring the requirements of the regional crisis management plan are followed where applicable.
- Undertake regular HSSE audits on all construction sites where EDPM is undertaking supervision or PMC services within KSA.
- Ensure that sector and MEA (business unit and division) monthly reporting is submitted in accordance with EDPM's format and timetable.
- Undertake internal investigations in the event of serious health and safety (or high potential incidents) and security incidents. Reporting investigation findings to the KSA SLT and implementing formal lessons learned action plans.
- In the event of a serious incident on a construction supervision or PMC project provide oversight to ensure that the contractor undertakes a thorough investigation of the incident and produces a report highlighting actions to be taken to prevent a repeat occurrence.
- Oversee the mobilisation of major projects from an HSSE perspective supporting project directors as required.

Business Improvement

- The role is responsible for the implementation of the MEA HSSE improvement strategy within KSA working with the SLT to develop business unit objectives and plans to support business improvements where required.
- Actively engage with change programmes, including the development and delivery of associated HSSE training.
- Work with the KSA Win Work team to develop an external market HSSE exemplar profile in KSA.
- Work with the KSA SLT to embed a culture of safe working into business operations throughout KSA.
- Ensure that HSSE learning is shared across projects and EDPM offices within KSA including producing HSSE alerts and circulars where required.
- Working with the BU leads and project directors provide technical oversight and mentoring to HSSE professionals within project teams.
- Work with the KSA academy lead to develop an HSSE curriculum for delivery to academy participants.
- Assist in recruitment of HSSE staff with the BU Leads on project specific basis.
- Maintain the KSA HSSE induction material ensuring it is up to date and that, in conjunction with HR, all new starters attend an HSSE induction as part of their onboarding.
- Act as an SNC Lavalin ambassador in dealings with clients and identifying business development opportunities in support of clients' strategic objectives.

Business Development & Growth

- Where required provide HSSE technical inputs to bid proposals and offer specific advice on HSSE related resourcing levels and the technical competencies required for effective delivery of project HSSE objectives.
- Participate in bid presentations to clients, clearly positioning EDPM as an industry leader, and effectively communicating the proposed project HSSE deliverables.
- Liaise with business development teams to help improve the HSSE service offering to clients at bid stage.
- Focus on client relationships and build a strong portfolio of HSSE related client services that deliver revenue both in terms of personal utilisation and team growth.

People development

- Support the recruitment process for project HSSE personnel using the competency framework to establish baseline requirements.
- Establish a training and development programme for Saudi Nationals to build a core team of local HSSE professionals.
- Establish development objectives and performance targets for all HSSE personnel.
- Engage with direct reports in their performance development reviews (PDRs) and review the PDRs of all other HSSE personnel to ensure consistency and relevance.
- Mentoring and otherwise assisting in the development of HSSE personnel, as required.
- Development and implementation of a regional HSSE training plan, in coordination with the MEA Learning and Development Manager.
- Establish focus groups and training for senior managers to raise awareness for corporate HSSE requirements within the business.
- Act as a focal point for mental health training and awareness within KSA.
- Support HR and senior management within KSA in the implementation of the SNC Lavalin Atkins employee wellbeing program.

Stakeholder management

- Work closely with operational management within EDPM to promote core HSSE values through attendance at division senior leadership team meetings, MEA OLT meetings, workshops and training.
- Position himself / herself as a significant industry contributor on safety matters, through public speaking engagements and media publications.
- Work closely with regulatory authorities (municipalities and ministries), promoting EDPM as an industry leader in HSSE.
- Cross sector collaboration on all matters related to health, safety, security and environment.

Requirements

Qualifications

- Bachelor's Degree in Occupational Safety and Health or related field (or equivalent experience).

Professional Registration

- Chartered with IOSH preferred
- Chartered with CSP preferred
