Job description / Role

Employment: Full Time

Lead in the technical design management for wastewater treatment plants and provide technical engineering design support to the wider TRSDC & AMAALA Infrastructure Design Team including:
• Prepare masterplans and technical feasibility studies for the solid waste management system including collection transportation treatment, reuse, recovery, and disposal infrastructure.
• Develop waste management strategies and technical guidelines for the construction and operational waste.
• Assist in preparing the project budget for the for the solid waste management system including collection transportation treatment, reuse, recovery, and disposal infrastructure.
• Prepare the Employer’s Requirements (ERs) and the technical sections of the Request for Proposals (RFP’s), for engineering design consultancy services for solid waste treatment plants including but not limited to sorting and recovery plants, composting and anerobic digestion plants, and incineration/ thermal treatment plants.
• Prepare the Employer’s Requirements (ERs) and the technical sections of the Request for Proposals (RFP’s), for the Design and Build (D&B) Contractors for solid waste treatment plants including but not limited to sorting and recovery plants, composting and anerobic digestion plants, incineration/ thermal treatment plants.
• Prepare the Employer’s Requirements (ERs) and the technical sections of the Request for Proposals (RFP’s), for the Design and Build (D&B) Contractors for solid waste treatment plants including but not limited to sorting and recovery plants, composting and anerobic digestion plants, and incineration/ thermal treatment plants.
• Assess the technical capabilities and the technical proposal received from the Engineering Design, Design & Build Contractors and Operation and Maintenance Contractors/ Service Providers.
• Manage the engineering design, performance specifications, process equipment selection, sizing & technical specifications,
• Manage the overall design integration the integration of the solid waste treatment plant process equipment with the buildings structure, building MEP, civil works, roads, utilities (dry and wet), etc.
• Managing, monitoring & assessing design outputs of Design Consultants and the Design & Build Contractors to ensure timeliness, completeness and fit against the Employer’s Requirements.
• Ensuring quality of design, documentation and effort is maintained by the Consultants & Design & Build Contractors
• Regular reporting on design, quality & progress against AMAALA & TRSDC requirements, deliverables & program.
• Managing the commissioning and testing of the solid waste treatment plants and systems including performance, reliability, and guarantee tests to ensure that the plants are fully functional prior to AMAALA issue take over certificates and operate the plants.

Requirements

• Bachelor’s degree in Environmental, Civil, Chemical, Mechanical Engineering or any related field.
• Preferably have master’s in engineering.
• Preferably have Chartered Professional Engineer.
• Minimum of 15 years of relevant experience with the last 5 years in a managerial position preferably working in large sustainable waste management infrastructure projects and facilities including, design and build projects, and/ or PPP projects for waste management and processing plants.
• Knowledge and experience in the planning and design of municipal solid waste and construction demolition sorting plants and material recovery facilities (MRFs), composting plants, anaerobic digesters, and thermal treatment with energy recovery.
• Knowledge and experience in the planning and the engineering design of municipal solid waste and construction & demolition waste collection and transportation systems/ infrastructure treatment and recovery plants, disposal facilities.
• Significant track record of design management of solid waste management treatment plants process design including design calculations & modelling, process equipment sizing and selection.
• Intranational and Middle East/ GCC experience and will preferably have worked on solid waste infrastructure treatment plants and infrastructure for development projects in the region.
• Proven success in managing multiple complex stakeholder relationships.
• Strong engineering design management, problem-solving and decision making skills.
• Strong Communication and Interpersonal skills.
• Have project financial awareness.
• Have project management and risk management Skills.
• Ability to influence decisions both internally and externally.
