SNC Lavalin Group is looking for an experienced Senior Manager Bus Services Delivery for one of their projects in Riyadh, KSA.

This key role will ensure that the Bus and ITS Systems will be effectively operated to meet the project operational requirements and ensure that all relevant operational experts shall be available on a call-out basis to attend any incident that may occur. He will ensure the optimum services will be delivered to the commuters. His team will comprise of a Bus Operations Expert, Network and Transport Planning Expert and Journey Planner etc.

Role and Responsibilities:
- Manage their respective Service delivery teams
- Oversee all Bus and ITS Start of Operations phases and operation services
- and activities and verify that it is being carried out safely and in accordance with the Contracts and to the Employers satisfaction. Verify compliance to O&M Contracts and to the client's satisfaction
- Responsible for measuring each of the Contractors' KPI performance and contractual milestones
- Oversee initial set up and mobilization of the O&M Contractors
- Review operating procedures, codes of conduct, timetables and other operating materials of the O&M Contractors
- Responsible for the launching of the service
- Monitor, audit and report the KPI regime and quality management system
- Ensure operational experts are available 24/7-365 basis to attend to any incidents/accidents/crisis and get the system in operation with short turnaround time.
- Perform periodic inspections
- Perform roster analysis, approval, KPI analysis and forward planning for capacity
- Responsible for tracking and analyzing deviations to targeted performance
- Propose and implement successful corrective measures to improve the performance of the system
- Report to the program director on any service delivery issues
- Report and advise RCRC on service delivery
- Oversee the initial set-up and mobilization, reviewing and updating Bus Contractor's Operating procedures, instructions, code of conduct handbook, timetables and other operating materials submitted by each Contractor in accordance with their respective contracts.
- Responsible for monitoring, auditing, and reporting of the KPI regime and quality management systems.
- He will ensure resources are in place to maintain records of any events, actions taken by various parties to support and enable efficient and thorough investigation by the project team or a Third Party if required.
- Coordination with the Contractors and the relevant Third Parties to protect evidence and investigate the cause of the accident / incident in accordance with the Incident and accident investigation procedures.
- He will advise if independent/specialist experts are required to assist in the investigation e.g. the original equipment provider, independent accident investigators etc.
- It is the duty of the Senior Manager-Bus Delivery to ensure consolidated investigation reports are prepared by the investigating experts are made between involved parties (experts, contractor(s) involved, third parties etc) with precise action plan to ensure the follow-up and no recurrence of such events.
- He will ensure progress report on follow-up action are included in the PMS team's Monthly Report to the client.
- He will support any training requirement for freshers during this project.

Requirements

Qualification and Education Requirements
- University Degree
- Finance related certification/qualification/training/membership would be a plus

Preferred Skills
- 12 year's senior management experience
- Must be capable of evaluating Bus contractors' (Bus infrastructure & vehicles) performance (KPI) and adjust/optimize performance as required to benefit the overall project program.
- Capable of evaluating and adjusting performance where and when required in meeting the optimum operational requirements.
- Crisis Management Regime
- Knowledge to identify the right experts during an incident to bring back the system to normal operations.
- Experience coordinating with various transport operational teams and subject matter experts to effectively keep the system in operation or get it into operation in the event of a breakdown/incident/accident.
- Prior experience dealing with OEMs, manufacturers and independent consultants/accident investigative agencies will be a requisite.
- Experience coordinating with the Contractors and the relevant Third Parties (Police, Civil Defense, Security Agencies etc.) to protect evidence and investigate the cause of the accident / incident.
