Job description / Role

Having worked in one of the big top 4 Accountancy companies

- Working for a consultancy in the PMO office based in Jeddah
- The Sr. Manager - Operational Excellence is a member of the management team of the company with an overall responsibility for quality, continuous improvement and knowledge management initiatives and activities.
- He is responsible for the development and enforcement of corporate quality and policies and procedures and is responsible for overseeing certifications across the network.
- He is also responsible for the implementation of rigorous quality audit programs across the firm. The jobholder is accountable for the development and implementation of knowledge management policies, procedures and tools across the organisation.
- He shall stay abreast of the latest operational trends and developments in the Architecture, Engineering and Planning Industry and ensure that they are migrated and implemented, where applicable.

Responsibilities
- Set the strategic guidelines of the Operational Excellence Division in line with the MOF vision
- Devise the strategic and business plans of the Operational Excellence Division, in line with the Quality, HSSE, Continuous Improvement and Knowledge Management Departments
- Oversee the development and maintenance of Quality Management System
- Ensure consistency and high quality of stakeholders resources
- Research, study the feasibility, pilot and recommend stakeholders improvement initiatives
- Capture operational challenges across and research solutions to address them
- Devise the strategic and business plans of the Operational Excellence Division, in line with the Quality, Continuous Improvement and Knowledge Management Departments
- Develop the Operational Excellence Division budget and monitor the Division’s performance against the budget
- Review and approve all Operational Excellence Division investments in accordance with the budget
- Identify and implement cost optimisation initiatives within the Operational Excellence Division
- identify corporate improvement initiatives to optimise costs and enhance revenues across the organisation
- Capture operational challenges across and research solutions to address them
- Research, study the feasibility, pilot and recommend corporate improvement initiatives
- Define and champion corporate-wide operational excellence initiatives, such as implementation of new technologies related to operations (e.g. design software, BIM implementation)
- Oversee the development and implementation of continuous improvement initiatives, such as project management, design, supervision and CAD capabilities, including policies, procedures, training, certifications, technology, tools and templates
- Ensure development of strong project management capabilities and tool kits in line with best practice standards (e.g., PMI) and ensure continuous training and development of Project Senior Managers across the company
- Ensure the readiness of knowledge management system to serve the business needs and requirements, including the inclusion of resume libraries, project reference databases, design project deliverable's, pricing databases, specification databases, tools, templates etc.

Duties
- Define and champion MOF-wide operational excellence initiatives, such as implementation of new technologies related to operations.
- Oversee the development and implementation of continuous improvement initiatives, such as project management, design and supervision, including policies, procedures, training, certifications, technology, tools and templates
- Ensure development of strong project management capabilities and toolkits in line with best practice standards (e.g., PMI) and ensure continuous training and development of Project Senior Managers across the MOF’s projects
- Ensure the provision of expert advice to quality and HSSE projects teams across the organization
- Ensure all design deliverables are per organization standards and satisfactory to clients
- Ensure the readiness of knowledge management system to serve the MOF projects needs and requirements, including the inclusion of resume libraries, project reference databases, design project deliverables, pricing databases, specification databases, tools, templates etc.
- Coordinate with the Divisions for the development of quality and HSSE key performance indicators across the organization
- Oversee the development of knowledge management policies, procedures, tools and templates
- Promote a quality and HSSE culture across the organization
- Establish a healthy work environment for stakeholders
- Ensure offices are certified with Quality and HSSE certifications such as ISO 9001, ISO 14001, OHSAS 18001, etc.
- Ensure the enforcement of quality policies and procedures through periodic and spot audits to departments, and corporate functions
- Review and approve audit reports and ensure the implementation of non-compliance action plans across the organization

Requirements

Qualification, Technical Skills and Competencies Required to Execute this Role

Qualifications
- Bachelor’s Degree in Engineering
- Master’s Degree in Engineering is preferred

Skills
- In depth knowledge of the Architecture, Engineering and Planning Industry
- Knowledgeable of Architecture, Engineering and Planning Industry trends and competitive landscape in the Middle East road understanding of engineering operations
- Knowledge of quality and compliance requirements and audit programs
- Understanding of local quality and HSSE regulations in the Middle East is an advantage
- Familiarity with knowledge management approaches, principles and tools
- Strong analytical capabilities
- Excellent communication skills and ability to represent the organization in diverse forums
- Excellent interpersonal and leadership skills
- Proficiency in spoken and written English; Arabic is an advantage

Experience Required to Execute this Role

Overall Experience
- 20+ years of experience with a top tier regional/multinational engineering firm

Specific Experience
- 20+ years of experience in the Architecture, Engineering and Planning Industry in a top tier regional multinational engineering firm
- Minimum 10 years of experience in leadership role within a quality, knowledge management or continuous improvement function
- Experience with researching and implementing corporate-wide improvement initiatives targeting an organization’s key processes and activities
