Job description / Role

Employment: Full Time

• Develop in conjunction with project engineers, design engineers, construction & maintenance engineers, activity plans for projects, construction services.
• Build overall plans and schedules for conceptual, front-end designs and for the execution phase of projects, provides plans and schedules for ad-hoc construction service requests, integrated maintenance plans tracking the same for monitoring the progress.
• To work closely with Project Head /Construction Head to understand work packages, detail out Construction Schedule, make the Site Execution Team aware about time lines and mile stones
• To be responsible for preparing and updating of schedules for Drawings, Procurement packages, etc.
• To update construction schedule and present schedule overview to Project Head and incorporate changes as needed
• undertaking and managing delay analysis matters including compiling, reviewing and defending extension of time claims using the Time Impact Analysis (TIA) method and with extensive knowledge and understanding of scheduling techniques.
• To work out & Maintain schedule for each Contract packages for necessary resources & Material requirements to achieve the Mile stone of the Schedule on regular basis.
• Resource Scheduling.
• To bring to the notice of the Project Head and Planning Head (HO) on any deviations on Schedule
• To prepare periodic reports
• To track schedules submitted by the contractor and send timely alerts to the contractor regarding impending delays due to Material, Machinery, Manpower and other resources.
• Split the overall project schedule into detailed ones and distribute it to all concerned departments
• Review the project schedule / plan against actual
• Monitor the performance of the project SPI & CPI

• Review and discuss project method statement, methodology and overall strategy with the Construction Manager, Project Manager, Commercial Manager, QA/QC Manager and Planning Manager
• Communicate and alert the Project Manager, Construction Manager, Planning Manager, Commercial Manager and other team members of slippages, potential claims and information affecting the program
• Assist in Variation Orders and Engineers Instructions
• Produce progress reports by tracking the program updates
• Produce recovery plans in case needed
• Responsible for performing baseline schedule maintenance and control.
• Collecting and interpreting schedule data and providing output to the programme and project teams.
• Monitor actual performance against the schedule to identify delay, early and late completion.
• Interfacing with the project technical staff to define change to schedules and identification of variances from the original plan.
• Identify and analyses associated schedule, resource conflicts and potential cost impacts and issues.
• Coordinate the schedule update through the Primavera
• Reviewing Contractor’s work program submissions including all narratives and supporting information, and provides analysis and findings.
• Verifying actual progress and comparing actual performance to original plans.
• Monitoring, adjusting and updating the cost plan and cash flows accordingly and the consolidating of these results in Consultant monthly reports.
• Estimating time element of change orders and submits his analysis to the Engineer and incorporating within the master schedule after authorization
• Review and comment on work programmes prepared by the contractor and report findings to the project control Manager
• Review and comment on other planning/progress related reports submitted by contractors with the consent of the PCM
• Monitor work programmes and status, ensuring progress reported is a true reflection of work achieved, and report areas of concern or particular progress
• Attend any relevant planning meetings with project managers and contractor.
• Scrutinize in detail the contractor work programme in relation to logics, critical paths, floats and lags and make any necessary comments
• Work closely with contractor’s planning team to ensure that work programmes are in accordance with contractual requirements.
• To ensure that the contractor’s schedule is prepared using the specified time frame as indicted in the work order approved by the management
• To ensure that the Contractor’s CPM plan shall be drawn to a level of details sufficient to show clearly all salient features of the work order and the sequence of activities are clearly demonstrated.
• To ensure that the Contractor’s schedule of the work order is submitted along with the salient information such as concise written description of the construction plan, cost and the required resources.
• To assist the Project Managers in determining the Extension of Time claims by the Contractor.
• To assist the Project Managers in the preparation of Bi Weekly and Monthly Progress Reports
• To ensure the quality of the works during the construction stage by regular site visits and ensure compliance with drawings and specifications.
• To participate in handing over of the work orders.
• Detailed management of the programs of the projects, for the delivery of work and/or services by Consultants, Contractors and Suppliers, with the aim to reduce delays and achieve timely work and project completion.
• Prepare / Review Design and construction programs
• Knowledge and application of latest software Primavera P6 or similar.
• Review / Assessment for change management
• Review delays and Extension of Time recommendation submissions of Contractor.
• Assessment of planning and Programme contract clauses and procedures
• Compilation and management of planning and contractual correspondence
• Establishment of project, work, organizational and cost breakdown structures
• Compilation of project phasing plans and key milestone delivery schedules
• Master baseline Programme compilation
• Master design, procurement, construction, revised schedule and recovery planning
• Labor, plant, material and financial resource planning and profiling
• Schedule earned value analysis
• Facility occupation and staff migration planning
• Project and Programme ‘health’ reviews
• Compilation of extension of time programs, correspondence, reports and applications
• Extension of time and claims management / delay and disruption analysis

Requirements

• Knowledge of project controls principles.
• Must have worked on planning and coordination at big projects with time pressure.
• Extensive knowledge and experience in project planning, budgeting, cost phasing and control from the project initiation to close out phases
• Must be demonstrably analytical and able to work independently researching complex project histories and delay events using own initiative and personal resources
• Capable of composing and presenting complex project and planning information in oral and written to Executive level stakeholders within internal, external and local government organizations.
• Experience implementing and managing all planning, Programme management and project control functions on large value, fast track and complex construction and facilities
• Project using traditional, design and build, framework and partnering forms of procurement.
• Previous Middle East experience is an advantage
