Job description / Role

Employment: Full Time

• Manage complex design projects, including schedule and cost control, team management, client management and risk management
• Develop project management plans, including schedule baselines, project scope baselines, man-hour estimates, quality plans, budgets and risk plans for design projects of high complexity
• Develop detailed work breakdown structures, project activities and critical path charts for design projects of high complexity
• Provide input on project procurement needs, including external specialty suppliers, as needed
• Lead internal and external project kick-off meetings and ensure stakeholders are aligned for major projects or projects of high complexity
• Review, comment and approve contractors’ submittals on projects of high complexity, including staffing proposals, organization charts, shop drawings, method statements, project procedures, traffic management plans, etc.
• Ensure contract documents are signed by the contractors and client counterparts and that design NOCs and approvals by authorities are sent to contractors during the pre-construction phase, as needed
• Manage the design teams during the execution of design projects across all design stages, including concept design, schematic design, draft final design and construction documents
• Review and approve the contractor’s work program, ensuring compliance with client and contract requirements
• Monitor supervision project schedules and investigate reasons for delays with contractors for major projects and projects of high complexity
• Review, assess and respond to all claims raised by the contractor regarding scope, schedule and cost changes of projects and manage variation orders with client and contractors, as needed
• Coordinate with technical design team leaders for addressing clients’ technical issues, reviewing designs, obtaining approvals, etc. for design projects of high complexity
• Ensure the distribution of the revised construction drawings to all relevant stakeholders in a timely manner
• Lead the coordination with other design departments to integrate designs at all stages (e.g. Structural, Mechanical, Electrical, Buildings, etc.) for design projects of high complexity
• Support QS with preparation of tender documents, such as BOQs, specifications, Conditions of Contract, etc.
• Manage sub-consultants and ensure deliverables are in accordance with scope, schedule and budget
• Perform quality assurance and ensure the quality of design deliverables is consistent with standards
• Guide design verification, peer reviews and other quality control activities
• Lead design validation and reviews with client counterparts and authorities, as needed
• Provide support during the tender process, including managing bid queries, support in evaluation of bids and support of clients during the negotiation and award process, as needed
• Support during the supervision stage, as needed, including responding to contractors’ RFIs and solving design conflicts, in coordination with local design support teams
• Ensure that as-built drawings, O&M manuals and warranty certificates are provided accurately by contractors, as per project and client requirements for major projects and projects of high complexity
• Ensure that final inspections, testing, commissioning and handing over procedures of the works are carried out and that all snags are recorded and issued to the contractor
• Ensure the rectification of list of snags during the Defects Liability Period and guide final re-inspections for major projects and projects of high complexity
• Guide the preparation and issuance of Take-Over Certificates, Defect Liability Certificates, Final Accounts and Statements of Completion
• Work with design support in Geographies to support projects, such as client coordination, authorities approvals
• Liaise with the Contracts Department to resolve any contractual issues for design projects of high complexity, as needed
• Manage changes in project scope, potential risks and contingency plans, as needed
• Guide the preparation of invoices for deliverables, in coordination with Resident Managers and local Finance teams
• Prepare periodic project progress reports, raising major issues to the Director / Senior Manager -Project Management and the Infrastructure Project Control Unit

Requirements

Experience Required to Execute this Role
• 20+ years of experience in the Architecture, Engineering and Planning Industry in a top tier regional / multinational consultancy firm, with demonstrated deep expertise in a construction supervision role
• Demonstrated experience in the infrastructure industries; and has managed mega projects.
• Demonstrated experience and leadership in managing light/heavy infrastructure projects and integrating them in an overall scheme.
• Demonstrated experience and management skills in managing and coordinating activities in house, and third parties.
• Demonstrated an overall knowledge of project planning and execution management.
• Coordinates and directs all unit managers to ensure full compliance with all project requirements.
• Accountable and fully responsible in meeting project objectives
• Demonstrated experience with developing and maintaining relationships with clients
• Exposure to all construction supervision aspects, including client management, contractor management, supplier management, contract administration, quality management, dispute management etc.
• Industry experience within the Middle East

Qualification, Technical Skills and Competencies Required to Execute this Role
• Bachelor’s Degree in Engineering
• Master’s Degree in Engineering is preferred
• PMP Certification is preferred
• Chartered Professional Engineering certification or equivalent is preferred
• Excellent knowledge of construction supervision services
• Understanding of international engineering standards and codes
• Solid knowledge of local rules and regulations
• Strong project management skills
• Good interpersonal and leadership skills
• Good communication skills
• Proficiency in spoken and written Arabic and English
