Atkins has been commissioned to embed a Construction Project Management Team working on civil / infrastructure programmes into a key client’s office and organisation based in Riyadh, Saudi Arabia.

The client operates within the Defence Sector on a variety of construction projects. The team is responsible for managing the client’s construction programme including the appointment of designers and contractors, undertaking concept design and master planning activities, reviewing, reporting and auditing consultant’s/contractor’s submissions.

As part of this team, we are currently looking for a Senior Project Manager reporting to the Head of Team.

The project manager will execute his duties to the highest possible standards. It is expected that the project manager’s role will ensure sound people and project management, and will require include but not be limited to the following key functions:

Core Accountabilities:
• Front of house, client facing management and negotiation
• Fully accountable to the Director in Charge for the delivery of the project in line with the agreed constraints set out in an approved PMP
• Monthly performance report/ presentation to higher management and Client on the project’s performance
• Identify and manage dependencies
• Comply with the clients BMS and project management framework
• Generate project specific PMP
• Generate project specific Change Log Change Control

Governance:
• Responsible for ensuring compliance with Clients BMS and Governance Framework

Project Planning:
• Production of Project Management Plan
• Creation of dependency maps
• Ensuring allocation of common resources and skills to the Project
• Defining the Work Breakdown Structure
• Defining the Organisational Breakdown structure

Project Initiation:
• Coordinate subcontractors delivery Teams
• Provide input to Project kick off meeting
• Ensure baseline fee build up is in alignment with BAFO/contract
• Review and update Risk & Issue profile
• Define key roles and responsibilities including the scope breakdown
• Produce and communicate a project summary

Creation of 7 project baseline elements:
• Prime Contract
• Scope
• Project Management Plan
• Estimate Cost
• Control Management
• Level Schedule
• Risk and Opportunity Assessment
• Pricing Model

Review and approval of job memo

Project Execution:
• Identify and track all required approvals and decisions
• Analyzing threats and opportunities that may impact the schedule and create corrective action plans with Project Team Members and sub-contractors
• Client Management as defined in the stakeholder management plan
• Chair workshops with stakeholders as required
• Establishing a mechanism to ensure regular dialogue with any contractors/suppliers to promote problem solving, team working and risk-sharing
• Confirming payment milestones completion before payments to contractors/suppliers
• Raising changes to job memos

Risks, Issues & Assumptions Management:
• Preparation and maintenance of risk and issue register
• Participating in regular Risk Reviews
• Reviewing and resolving escalated issues and risks related to this Project
• Quantification of risks and issues
• Development of mitigation/recovery plans through focused review sessions
• Taking necessary decisions, and ensuring implementation of mitigating actions

Change Management:
• Management of project change register
• Management of delay register
• Respond to variation orders with detailed impact assessments
• Conduct regular change review meetings
• Initiate variation or EoT claims
• Co-ordination of variation quantum and ensure it is included in client invoicing
• Management of Stage Gate process and production of relevant packs
• Management change that impacts internal and external specialist/consultants

Cost Control:
• Conduct review of Project Summary Report
• Review and approve revised cost estimates form disciplines
• Manage time allocations on the project
• Managing issues highlighted by deliver work team
• Approving Sub-Consultants payment certificates
• Production of payment certificates and invoices

Monitoring & Controlling:
• Monitor time, cost and Quality of the project
• Establish, implement and manage recovery and mitigation plans
• Assess the project resources have been appropriately allocated by the relevant disciplines
• Manage recovery and acceleration plans based on progress trending
• Dependency Management

Reporting:
• Review of Project Summary Report
• Review of Project Dashboard
• Produce monthly client progress reports
• Prepare executive summary

Stakeholder Management:
• Ensure stakeholders are recognised as partners in the development and delivery of the clients strategic goals
• Develop and implement stakeholder engagement strategies including informing, consulting and involving stakeholders where relevant and evaluating the effectiveness of these strategies
• Advise senior management of issues and/or risks to stakeholder relationships as soon as they arise so risks can be managed effectively
• Manage the effective delivery and ongoing implementation of a stakeholder contact management system
• Build strong stakeholder relationships at all levels, influencing people with different agendas

Project Closing:
• Confirm that the project has delivered in accordance with the baseline and baseline changes
• Draft Project Closure Report

Requirements

Essential:
• Degree qualified in an engineering related discipline
• Minimum of 15+ years of professional experience of which 5 years as a Project Manager (with a design consultancy firm, Contractor or project management company) on building projects in express of SAR 200 million construction cost (£40m)
• Demonstrable record of taking design consultancy projects from inception through to final delivery wherein the candidate was responsible for contract administration, change management and project delivery to project programme
• Exceptional organizational skills and the ability to quickly adapt to changing environments
• Excellent communication skills in written and spoken English
• Ability to liaise with a wide variety of staff and Clients at all levels
• Proficient in Microsoft Word, Excel
• Thorough understanding of planning / scheduling
• Be able to show Leadership skills
• Have excellent team building skills
• Commercially astute with good analytical skills
• The ability to work in a team and independently

• Member of a recognised professional institution
• Site Experience (as a representative of Design Consultant, Project Management Company or a Contractor)
• Proficiency in operating planning tools like Primavera and / or MS Projects Work experience within the Middle East
