The senior urban planning specialist will provide technical leadership in urban planning, master planning, and land-use strategy. The role requires expertise in planning large-scale developments, coordinating with multiple disciplines, and ensuring compliance with local planning regulations in Saudi Arabia. The project involves extensive land development, including roads, utilities, public spaces, and urban infrastructure. The senior urban planning specialist will ensure that the development aligns with urban planning principles, local regulations, and sustainable development practices.

Responsibilities

• Lead the PMS urban planning and master planning activities for the land development project.
• Undertake urban and master planning design management oversight and review throughout the program design phases on behalf of the client.
• Monitor third-party consultants' urban and master planning design outputs to meet the design intent, program design objectives, and key deliverables.
• Review key MEP and utilities design outputs and submissions in line with the program requirements, agreed targets, and statutory legal approvals and permits.
• Lead reports on the progress of the urban and master planning design phases and advise on corrective actions required to support program delivery.
• Review and provide relevant feedback on urban and master planning, public realm strategy, approach, and plans informing hierarchy, character, interconnectivity, and services.
• Review and provide relevant feedback on the urban and master planning infrastructure provisions provided by the lead developer and associated entities required to service the program.
• Provide program support relating to land development implementation and targeted ratio of verified "affection" plots per land location.
• Review and provide urban and master planning feedback on municipality and community facilities.
• Value engineering and evaluation with respect to design criteria and life cycle costings.
• Provide program support relating to land-use plans, zoning strategies, and layout plans in line with client requirements and Saudi regulations.
• Coordinate with civil, MEP, utilities, traffic, and landscape teams to ensure integrated and sustainable planning solutions.
• Provide program support relating to urban analysis, feasibility studies, and impact assessments.
• Provide guidance on sustainable urban development practices, open space planning, and environmental considerations.
• Provide program support relating to review and approval of planning-related drawings, reports, and documentation.
• Participate in client meetings, workshops, and presentations to communicate planning strategies and recommendations.
• Mentor and guide junior urban planners and support staff.
• Ensure adherence to project schedules, quality standards, and regulatory compliance.

Qualifications

• Bachelor's degree in urban planning, architecture, or civil engineering; master's degree preferred.
• 15+ years of experience in urban planning, land development, and master planning, preferably in GCC countries.
• Strong knowledge of Saudi planning regulations, zoning codes, and approval processes.
• Experience coordinating with multidisciplinary design and engineering teams.
• Proficiency in planning and design software (AutoCAD, Civil 3D, GIS, SketchUp, or equivalent).
• Strong analytical, leadership, and stakeholder management skills.
