Shutdown Manager - Oil & Gas (KSA)

The Plant Services Manager is required to provide leadership to Plant Operations in all stages of business operations from bidding and tendering through to production, completion and review. Must be able to take account of all elements of operations including assessing available resources, effective resource utilisation, and delivering products in a safe, consistent and cost effective manner. Undertakes tasks working towards specific aims and targets within defined policies, procedures and expected standards. Experience with TAR and Shutdown Planning and Management across all industries including Oil & Gas, Petrochemical, Chemical and Fertiliser.

Responsibilities:
- Coordinate and manage overall planning and resource utilisation for Plant Services. Focus on forecasting and scheduling using analysis of production targets and production data including material, equipment and personnel utilisation.
- Supervise the implementation, commissioning and handover of active projects. Appraise project costings and evaluate in reference to time, cost and quality targets. Ensure non-productive time is minimised and projects completed at optimum cost.
- P&L Responsibility, oversee and advise on departmental budget and monitor financial performance. Identify areas of potential cost saving, ways of maximising revenue, areas of substandard performance.
- Lead and direct business operations and processes including quality control, relatability engineering, and capital budget management to ensure effective technical support is provided to allow for effective process optimization and project management. Aid and encourage the continuous improvement of assets operation and maintenance.
- Ensures departmental compliance with all company safety, quality and environmental management policies, procedures and controls in order to guarantee employee safety, legislative compliance and a responsible environmental attitude
- Departmental strategy developed and executed in line with planned company strategy, while ensuring integration with other departmental strategies. Ensure that strategy is documented and approved while guaranteeing that it is properly communicated and implemented.
- Make certain ongoing continuous development is carried out taking into account international best practices, company policies and procedures.
- Provide guidance and technical support to business development team.
- Manage the development and execution of departmental controls, policies and procedures covering all areas of operation and ensure compliance with all relevant procedural and legislative requirements. Ensure controls, policies and procedures are documented and approved while guaranteeing that they are properly communicated and implemented.
- Provide department leadership to achieve the objectives of the department. Maintain and improve department performance by developing and motivating staff by setting goals, manging performance development, conducting performance review, encouraging ongoing development, and recruiting appropriately qualified staff.
- Ensure reports are completed and submitted in a timely manner and complying with company standards.

Requirements

- BEng Mechanical Engineering
- 15 – 20 Years applicable experience with at least 8 years in Managerial Positions increasing in seniority and responsibility, with P&L and Business Unit management experience.
- Minimum of 5 years’ experience in Saudi Arabia
