POSITION SUMMARY

To direct, control and co-ordinate the execution of projects, under the leadership of the Senior Project Manager, involving high technology equipment, engineering and services to achieve project completion on time, within budget and at the required levels of quality taking into account safety and reliability.

To assist the Senior Project Manager in providing project input, in the areas of scope definition and preparation of engineering data, to the Business Matrix Core team, for the preparation of customer bids/proposals.

PRINCIPAL DUTIES AND RESPONSIBILITIES

• To manage and supervise the cost control functions. Cost control function for the Project will include:
- Project Scope Control
- Project Scope Changes and Transfers
- Procurement Packages Scope Definition, Budget Allocation and Pay Item Formulation
- Procurement Packages Scope Changes and Transfer
- Awarded Packages Monitoring and Forecasting
- Maintain Trend Log (Scope/Non Scope, Engineering, Packages Commodities)
- Accounting and Forecasting activities
- To provide functional direction and maintain coordination with the Site Cost Controller(s).

• Change and time related claims management.
• To initiate and supervise the recasting of the project estimate into the Project Budget.
• To create cost items and assign cost items to procurement items.
• To ensure that all procurement packages have been assigned a Budget, correctly cost coded and that the total assigned Budget for all packages is in balance with the Total Project Budget.
• To ensure that all purchase requisitions are for goods or services that are within the Project Scope, that the proper Budget and cost code have been assigned.
• Authority: to act.
• To supervise the preparation and maintenance of the variations register to ensure proper coding and Budget allocation.

• To supervise the preparation and maintenance of the cost reports.
• Authority: to act.
• To coordinate the progress reporting of purchase and construction contracts in order to calculate accruals for period end reporting.
• To supervise and coordinate the forecast of final cost for all procurement packages pre and post award.
• Authority: to act.
• To coordinate and perform the process period end and new period, ensure validity of database and run the monthly cost accounting and forecasting reports.
• Authority: to act with the assistance of the cost accounting supervisor.
• To provide as requested special studies and reports such as cash flow projection, foreign exchange variations, overseas transportation, custom duty, logistics etc.

Requirements

EDUCATION AND EXPERIENCE

• University Degree in Engineering.
• 8 to 12 years’ experience in EPC with minimum 5 years in Cost Control.
• Professionally qualified, graduate. Professional registration with appropriate Institutes.
• Practical experience of managing function in a range of cultural and geographical and complex environments.
• Conversant with operating in a ‘Functionally’ structured organization.
• Effective communicator with excellent verbal and written communication skills.
• Strong team leader, proven interpersonal and relationship skills, self-motivated with ability to work on own initiative.
• Ideally experienced in Oil & Gas sector.
• Role requires extensive travel.
