Job description / Role

Employment: Full Time

- Day-to-day operations of the department and report functionally to CLIENT’S department directors
- Preparation of concept master plans
- Manage all strategic and project specific planning studies, either completed in-house or via external second parties
- Preparation of Department Operating Structure based on Saudi Customs methodology
- Implementation of the CLIENT’S Five Year Project Projects Portfolio Planning and methodology
- Preparation CLIENT’S Five Year Projects Portfolio Plan, and update it annually
- Submittal of CLIENT’S Five Year Projects Portfolio for review and approval. Preparation of Annual Capital Works Plan for CLIENT’S, to submit to MoF for budget approval
- Submit CLIENT’S registration documents to receive a project number
- Lead registration and initial planning stages of the Stage Gate process
- Interface and coordinate with MOMA, and other entities, to provide technical input into the National Spatial Strategy

Process
- Interface and coordinate with government bodies in the preparation of the National Integrated Instructure Master Plan
- Assess the capability of CLIENT’S existing strategic planning and studies staff and assigning appropriate roles and responsibilities
- Preparation of strategic planning studies department knowledge transfer program including comprehensive on the job training to Saudi nationals
- Assist CLIENT’S in developing its national strategic policy
- The conceptual design of projects undertaken by the Strategic Planning and Engineering Departments
- Prior engagement with utility providers and wider commercial and public-sector stakeholders.
- Previous PM experience in the preparation of Strategic Regional and Urban Area Plan, concept master plan and urban planning – preferably at national levels.
- Previous experience of working with other disciplines and understanding of civil engineering, transportation, infrastructure, GIS, architecture, landscape architecture, contracts and construction
- Thorough knowledge of urban and infrastructure planning disciplines.
- Knowledge of other disciplines related to planning activities and projects with an understanding of the required business interfaces and interdependencies.
- A record of close engagement with service and utility providers, and wider commercial and public sector stakeholders.
- Extensive experience of working internationally (preference for Middle East / KSA).

Requirements

- Bachelors/ Master’s Degree in Urban Design, Urban and Regional Planning, or related field from an accredited western university.
- Minimum 20 years’ experience in related field on national / international major initiatives and developments.
- Previous experience of working in the Kingdom of Saudi Arabia or other Middle East Countries.
- Previous experience in preparing and leading major development master plans and urban plans – preferably at national levels.
- Preferable cultural understanding of project management within KSA.
- Excellent verbal and written communication skills
