Job Purpose

Provides or coordinates technical, commercial, legal, administrative, financial and operational planning and support for Saudi Aramco's domestic and overseas bulk crude oil and refined products sales and supply logistics. Requires both operational and business expertise to routinely coordinate with all levels of Management and professionals with customers, suppliers, refineries, storage terminals, pipeline operators, shipping companies and specialized service contractors. A senior expert within this profession, the incumbent shall coordinate human resource management by supervising and mentoring subordinates, assess competencies and recommend development plans.

Responsibilities

Depending on the particular assignment within the Department, the incumbent:
A. Provides technical, commercial and logistical support regarding development of and negotiating strategies for sales/purchase contract procurement and provides like support regarding procurement of offshore storage, pipeline, shipping and specialized service contracts.
B. Provides or coordinates technical, commercial, legal, administrative, financial and operational planning and support for administering all above mentioned agreements.
C. Prepares forecasts of domestic and international crude/product deliveries using cargo nominations from both domestic and international customers.
D. Handles all routine and abnormal coordination of cargo scheduling, vessel berthing, documentation and management reporting concerning crude/product deliveries. Coordinates customer vessel schedule/cargo change requests to meet customer needs while maximizing quota sales revenues and maintaining crude production forecasts and domestic refnery demand.
E. Coordinates scheduling imported products with Product Sales and Marketing department, customers, OSPAS, terminals and refineries to meet local demand and manage inventories along with local refinery production.
F. Monitors progress of tanker voyages to ensure that deliveries are met in the most economic and efficient manner within the commitments and terms of applicable sales or purchase agreements.
G. Monitors cargo movement/measurement operations and data provided by specialized service contractors to assure that sales volumes invoiced or paid are accurate and in accordance with applicable sales or purchase agreements.
H. Monitors performance and costs of service contractors to assure that Saudi Aramco and industry standards are adhered to and minimize voyage and storage losses.
I. Monitors vessel laytime and demurrage to assure that any amounts invoiced or paid are accurate and in accordance with applicable sales or purchase agreements.
J. Maintains business communications and relations with all customers, suppliers and service companies in regard to ongoing operations, inquiries or disputes.
K. Provides direct supervision to lower level employees.
L. Performs all human resources management functions normally performed by a unit head.
M. Perform any other job requested by the Department Manager.

Requirements

Education & Experience Requirements

A. Bachelor's degree in Engineering, any of the Physical Sciences, Business Administration, Economics, Mathematics, Maritime Studies, Maritime Law or Naval Architecture.
B. At least twelve (12) years experience in the oil industry some background in either Petroleum Sales/Supply Logistics, Commercial Shipping, Maritime Law, Refinery or Terminal Planning or Operations, Petroleum Accounting or Auditing. Enhanced experience shall be seagoing experience on bulk petroleum tankers while holding a United Kingdom department of Transport Class 1, Foreign Going (Deck) Certificate of Competency or employment as an independent marime/petroleum cargo surveyor plus management level experience with an industry respected inspection firm having concentrated involvement in the implementation of industry accepted measurement/safety standards, quality assurance programs, internal auditing and personnel training.
C. Excellent verbal and written communications in English is an absolute requirement and knowledge of verbal and written Arabic is a plus but not a requirement.
