Job description / Role
Responsibilities
- Contribute to the development of Human Resources business plans in line with the organization strategy.
- Develop the operational plan for Talent Development in line with the Human Resources business plan and Operations' strategic plan.
- Implement plans and provide input to Talent Development goals that support the organization's overall strategic plans.
- Provide input to identify Talent Development required projects to meet future demands.
- Support in identifying and evaluating risks and provide input on the mitigation plans developed.
- Participate in the Talent Development annual budgeting cycle and process.
- Manage Talent Development efficiently and within budget, and report accurately on progress made and challenges encountered.
- Lead the design and implementation of Talent Development policies and procedures covering all areas of activity so that all relevant procedural/legislative requirements are fulfilled while delivering high impact and achieving results effectively and efficiently.
- Encourage the team and contribute to the identification of opportunities for continuous improvement of systems, processes and practices taking into account leading practices, improvement of business processes, cost reduction and productivity improvement.
- Monitor day-to-day activities to ensure compliance with stipulated policies and procedures.
- Remain abreast of Human Resources leading practice and new trends, and identify recommendations for corrective measures, updates and improvements where required.
- Establish working relationships with relevant internal and external stakeholders.
- Collect feedback from stakeholders on issues being faced and other requirements in order to identify barriers and develop action plans.
- Manage the preparation of progress reports or continuous information and updates direction to all relevant stakeholders to keep them informed of progress.
- Actively gain exposure and insights to local market development, business opportunities and the existing regulatory landscape.
- Attend related forums, seminars, etc. to enrich network and learn about the latest developments and opportunities.
- Manage, guide and assist the team to perform operations in accordance with set policies and procedures.
- Collaborate with the Human Resources function to identify and recruit talent for Talent Development.
- Set performance objectives, provide necessary support, evaluate/appraise incumbents and provide regular feedback on performance.
- Promote a high-performance working environment embracing the organization's values.
- Develop an annual performance management plan, establish roadmaps, and accordingly allocate responsibilities in order to ensure optimal results.
- Oversee employee annual performance evaluations in line with performance management guidelines to ensure that all the organization's employees receive a fair and accurate evaluation.
- Oversee the development of IDPs (Individual Development Plans) and provide recommendations on promotion, salary raise, or contract termination decisions in line with individual performance outcomes.
- Oversee and approve talent management frameworks (i.e., succession planning, career management, high potential programs (HiPo) and leadership plans) and ensure timely communication with concerned stakeholders.
- Ensure career planning for employees based on individual performance outcomes and functional vacancies and needs in line with set career path and promotion guidelines and procedures.
- Oversee the identification of training needs based on performance assessments and IDPs to achieve individual goals and career objectives ensuring alignment with the authority's overall strategic aspirations.
- Ensure the development of internal courses and material to meet training needs in line with established training framework, procedures, and guidelines and provide recommendations as needed.
- Approve and oversee engagement with selected training providers to develop business-specific training programs and meet training objectives.
- Manage internal trainings in coordination with concerned organization functions and subject matter experts ensuring training objectives are achieved.
- Supervise external training implementation in coordination with training providers based on pre-set individual and corporate needs and plans to ensure business requirements are met.
Requirements
- 9+ years of experience in a Talent Development field.
- Bachelor's degree in Human Resources or equivalent is required.
- Master's degree in Human Resources or equivalent is preferred.
