Employment: Full Time

Purpose: To provide support and advice on all activities related to training planning, implementation and quality assurance; and contribute to the development of reliable computer-based training and e-learning programs across SATORP.

Duties:
- Ensure quality design, development and implementation of employee Training Programs Development plans covering all employees at SATORP. Ensure that all computer-based training, learning materials and simulators are properly designed and maintained to improve the training and learning process in all areas of operations at SATORP.
- Supervise and monitor Training Programs Development Section’s Specialists and support them in performing their assigned duties.
- Ensure that all Learning and Training programs are fully integrated and coordinated with other Talent Management and Career Development Programs according to SATORP’s expectations and relevant industry best practices.
- Provide expert input to the development of annual Learning and Training plans, monitor and follow-up on the implementation and report results and recommendations to the Superintendent Training and Career Development.
- Assist in the development and establishment of all policies and objectives relating to Learning and Training Development programs and activities.
- Participate in sourcing, evaluating, selecting and monitoring external training providers and ensure their compliance with SATORP’s requirements and quality standards in coordination with the Planning and Training Analyst and Training Section.
- Work with the Information and Communication Technology Division to design, construct and implement integrated computer-based training programs and e-learning applications, and ensure their continuous, seamless functionality.
- Ensure that all associated templates and forms of Training Needs Analysis (TNA) are in place, easy-to-use and timely communicated and shared with all concerned personnel.
- Keep abreast with the latest methodologies and associated technologies to be used for learning and training development programs.
- Contribute to the preparation of training budget estimates and cost controlling activities and provide a rationale for budget allocations.
- Communicate and report directly to Superintendent Training and Career Development on Training Programs Development related issues.
- Monitor and ensure that training and e-learning programs and technologies are kept current, maintained and effectively utilized.
- Perform other related duties as assigned by the Superintendent Training and Career Development.

Requirements

- Bachelor’s Degree in Engineering, Business Administration, Human Resource or equivalent.
- Eight (8) years of experience in Learning and Training Programs Development, of which at least Four (4) years in a similar position.
- Strong knowledge of Training Programs Development and other HR disciplines.
- Strong knowledge of Training fundamental principles and learning processes.
- Strong knowledge of Training Planning, Development and Implementation.
- Strong knowledge of E-learning technologies and applications.
- Strong technical knowledge Refinery production operations and processes.
- Strong analytical and quantitative abilities.
- Conversant with SAP and Microsoft Office applications.
- Strong problem solving skills.
- Strong interpersonal communication skills.
- Ability to perform work under pressure and meet tight deadlines.
- Strong command of oral and written English.
