Job description / Role
Job Purpose
Provide advice on the development, maintenance and implementation of Incident, Emergency and Crisis Management and Response Plans, ADNOC Code of Practice and Technical Guidance Notes for ADNOC and Group Companies. Lead formulation of effective plans, work programs and initiatives related to ADNOC Corporate HSE Emergency Response and Crisis Management and overall performance monitoring and implementation of related initiatives, plans and programs.
Key Accountabilities
- Develop and maintain the key governance standard on Incident, Emergency and Crisis Management and Response (Code of Practice, Technical Guidance Notes), in cooperation with internal and external stakeholders, in particular Group Companies, applying national and international best practices and in line with credible risks identified in Risk Registers and COMAH reports.
- Provide advice and guidance for the implementation by ADNOC and Companies of the key governance standard, to ensure readiness and preparedness at all times.
- Provide strategic and tactical advice and support on Incident, Emergency and Crisis matters to all stakeholders, and monitor ADNOC and Companies in the development of related procedures and plans.
- Represent ADNOC with other Companies as needed for the development and implementation of the mentioned standard, plans, centers and exercises, including benchmarking.
- Provide advice and monitor to ensure that ADNOC and Companies Emergency Response and Crisis Management infrastructure are in place, i.e. center facilities, plans, tools such as H2S and Hydrocarbon plume modeling, 24/7 capabilities, training/testing/exercises, in ADNOC and Companies.
- Coordinate establishment of mutual aid agreements as well as cooperation with Federal, Local and International response agencies, and coordinate joint exercises.
- Ensure the development, maintenance and implementation of the mentioned standard, plans, centers and exercises takes place in accordance with the HSEMS.
- Develop, maintain and implement the ADNOC Headquarters Response Plan (Crisis Management Team - CMT), plus Crisis-Specific and Task Specific Appendices, based on the mentioned standard.
- Provide advice and guidance in emergency and crisis incidents, drills and exercises undertaken at ADNOC HQ.
- Carry out other related duties as assigned by the Management to fully contribute to the wide range of unit activities.
Supervision
- Plan, supervise and coordinate all activities in the assigned area to meet functional objectives.
- Train and develop the assigned staff on relevant skills to enable them to become proficient on the job and deliver the respective section objectives.
Budgets
- Provide input for preparation of the Unit/Divisional budgets and assist in the implementation of the approved Budget and work plans to deliver objectives.
- Investigate and highlight any significant variances to support effective performance and cost control.
Policies, Systems, Processes & Procedures
- Implement approved Unit/Divisional policies, processes, systems, standards and procedures in order to support execution of the work programs in line with Company and International standards.
Performance Management
- Contribute to the achievement of the approved Performance Objectives for the Unit/Division in line with the Company Performance framework.
Innovation and Continuous Improvement
- Design and implement new tools and techniques to improve the quality and efficiency of operational processes.
- Identify improvements in internal processes against best practices in pursuit of greater efficiency in line with ISO standards in order to define intelligent solutions for issues confronting the function.
Health, Safety, Environment (HSE) and Sustainability
- Comply with relevant HSE policies, procedures and controls and applicable legislation and sustainability guidelines in line with international standards, best practices and ADNOC Code of Practices.
Reports
- Provide inputs to prepare progress reports for Company Management.
Communications & Working Relationships
Internal
Regular contact with HSE management and all staff within ADNOC and of the Companies.
External
Frequent contacts with external consultants and companies for benchmarking and other related information exchange.
Qualifications, Experience, Knowledge & Skills
Minimum Qualification
Bachelor degree in Engineering, science or equivalent.
Minimum Experience & Knowledge & Skills
- 12 years of experience in Emergency Response and Crisis Management within the Oil and Gas industry.
- Experience in all or at least one of the following fields: Drilling, Operations, Construction, Petrochemicals and refinery.
- Extensive experience as incident commander and crisis manager.
- Extensive experience as coordinator (preparation and response) with other organizations, including other Companies and Government Agencies, building bridges and cooperation arrangements.
- Extensive experience as responsible for complete implementation on all levels of an organization, ensuring understanding by personnel with various backgrounds.
Professional Certifications
Relevant certifications in HSE in the areas of Incident Command, Emergency Management, Crisis Management, Tactical Response, Continuity, Exercises etc.
