Job description / Role

Employment: Full Time

The main purpose of this role is to work closely with the Head of Bid Management, Bid Director, Bid Managers and Bid Teams,the Associate Bid Manager will be responsible for delivering high-quality bids on time and with in budget. This individual will be responsible for the preparation of Serco's internal governance process and will support the BM/BD in obtaining relevant approvals a teach stage of the procurement.

Serco are looking for someone with excellent leadership and people management skills, who will bring together the solution elements of a bid(i.e. technical solution, bid writing and production, financial and commercial aspects) to produce competitive and winning submissions.

Reason for role

The successful candidate will support the management, production and delivery of bids across all sectors within SME. In addition to their core function, the Associate Bid Manager will be responsible for the development and training of Bid Analysts.

Structure and reporting relationship

- As an Associate Bid Manager, you will report directly to the Director of Bidding and Corporate Planning.

Key Accountabilities

Bid Team Leadership
Key to this role is the management of bid activities within an agreed budget, resource capacity and timescale. As an Associate Bid Manager, you will be responsible for implementing winning bid strategies across all sectors, whilst ensuring the development of high-quality, persuasive and commercially competitive proposals that fully reflect customer requirements and are delivered within approved Serco margins.

Key leadership requirements of an Associate Bid Manager include:

- Leading support resources within the bid team, including Finance and Commercial, HR, IT and Technical SME's;
- Managing relevant key stakeholders within a bid;
- Leading solution development through the management and support of SME's;
- Supporting financial and commercial leads throughout the bid;
- Supporting the shaping of commercial agreements with customer and partners;
- Supporting customer negotiations to contract close.

Project Management

The fundamental responsibility of an Associate Bid Manager is to deliver high-quality bids on time and within budget. Throughout the bidding process, you will:

- Lead bid response production to ensure compelling solutions are submitted to the customer;
- Develop high-quality bid proposals to win bids and rebids;
- Manage, monitor and maintain a detailed project bid plan to ensure the timely delivery of all associated bid deliverables;
- Provide continual support to the bid team by leading solution meetings;
- Manage, monitor and maintain a project specific bid budget;
- Manage bid collateral and information sharing across the bid team;
- Manage, maintain and update risk, clarification and assumptions logs.

As an Associate Bid Manager, you will support the Bid Manager / Bid Director in navigating bids through Serco's internal governance process and obtain relevant approvals at each stage of the process. This will include:

- The preparation of briefings and governance materials;
- Outlining the structure and content of presentations for Serco's governance meetings;
- Presenting elements of the opportunity at internal meetings;
- Ensuring risks, issues and assumption are recorded and most critical issues are shared at relevant meetings/reviews;
- Tracking the completion of actions following meetings/reviews;
- Ensuring the appropriate sign-off/approvals have been received.

Customer Relationship

- As an Associate Bid Manager, you will be responsible for sharing any information received from the customer with the wider bid team in order to inform and enhance the quality of Serco's approach and final proposal.

Sales

- Throughout the bidding process, an Associate Bid Manager will be responsible for the monitoring of competitors and stakeholders through the detailed competitor, market and stakeholder awareness and also the development of detailed SWOT analysis.
- In order to ensure that Serco's solution meets the customers' requirements, the Associate Bid Manager will work closely with Bid Directors, Bid Managers and SMEs to review and challenge solution whilst scoping out areas which may add value to the solution i.e. the role of Serco's subcontractors or partners.
- Post-submission, the Associate Bid Manager will seek stakeholder feedback relating to the submitted solution and look for areas of improvement at all times.

Internal Stakeholder Management

- Throughout a bid, Serco's Associate Bid Manager will work closely with the operational business sectors to ensure that the bid aligns with Serco's operational business strategy. In addition to this, the Associate Bid Manger will work to secure the support and buy-in of the relevant operational business sector and ensure the bid is deliverable.

HSQE Responsibilities and Information Security Responsibilities

Serco's Associate Bid Manager will play an active role in the development and implementation of the Integrated Management System (IMS) requirements within their department and provide the leadership to ensure that contents of Environment, Quality, Health & Safety and Information Security Policy Statements are known and understood by other members of staff. Key HSQE responsibilities will include:

- Providing input into the development of the Environment, Quality, Health & Safety and Information Security Policy Statements;
- Exercising a personal duty of care for their own health, safety and welfare and for those affected by the acts or omissions and promote the same within their area of responsibility;
- Ensuring that a good HSQE and Information Security culture is promoted within their department and among their peers;
- Leading by example and ensuring that ways to conserve energy, water and resources and minimise the generation of waste are identified and responded to within their area of responsibility;
- Protecting asset information and data including both electronic and paper based, from all threats whether internal, external, deliberate or accidental;
- Conduct regular reviews on the HSQE and Information Security Performance and seek ways to continually improve.

Essential Qualifications

As an Associate Bid Manager, you will have obtained a degree or equivalent professional qualification, or be able to demonstrate strong intellectual capacity, including excellent literacy and numeracy. In addition to this, you are likely to have experience of:

- Leading and supporting bidteams and defining bid solutions;
- Building and leading successful bid teams (GBP 15m per annum contracts);
- Delivering winning high-quality bids on time and within budget;
- Programme / Project Management;
- Working within a large-scale, corporate organisation
- Experience in supporting complex and/or high value bids

- Confident and articulate in all communications i.e. face-to-face, telephone and written communications;
- Confidence to deal with all levels of seniority and the ability to adapt communication and messages to different audiences;
- Self-motivated, self-disciplined and having the ability to work to tight deadlines, including some late, unsociable working.
